Understanding UTRGV Tuition Fees and Costs of Attendance
Navigating the financial aspects of higher education is crucial for students and their families. The University of Texas Rio Grande Valley (UTRGV) provides detailed information regarding tuition fees and the overall cost of attendance (COA). This article aims to provide a comprehensive overview of UTRGV's tuition structure, mandatory fees, and other expenses associated with attending the university.
Cost of Attendance: A Comprehensive Overview
The Cost of Attendance (COA) at UTRGV encompasses not only tuition and fees but also other essential expenses. It includes tuition, fees, required purchases for designated years of medical school, and estimated living expenses. The UTRGV School of Medicine Financial Aid Office develops student COA budgets each academic year, taking into account tuition and fee structures set by the Texas System Board of Regents. This COA serves multiple purposes: evaluating financial need, awarding financial aid, and providing students with a reasonable estimate of the cost of attending UTRGV School of Medicine (SOM). The COA is an estimate of what it costs the typical student to attend The University of Texas Rio Grande Valley. COA includes estimated tuition and fees and the average cost of basic living expenses such as, housing, food, books, course materials, supplies, equipment, transportation, and miscellaneous personal expenses, for one full academic year (Fall & Spring terms).
Tuition and Mandatory Fees: The Core Academic Costs
Tuition and mandatory fees are the academic costs required of all students for general enrollment. These are assessed to students based on total credit hours enrolled, at a fixed rate per semester, by course, and/or for specific services. It's important to note that these charges are subject to change based on legislative or regental action, becoming effective on the date enacted. While the Texas Legislature authorizes student fees via State Statute, it does not set specific amounts for any student fee, except for basic tuition. The university administration and UT System Board of Regents determine specific fee amounts and make decisions regarding fee increases in accordance with state law.
Guaranteed Tuition Plans: Predictability in Tuition Costs
UTRGV offers Guaranteed Tuition Plans (GTP) to provide undergraduate and graduate students with predictability in their tuition costs. Tuition rates for undergraduate students are guaranteed not to increase for 4 years or 12 consecutive semesters, starting with the semester of initial enrollment at UTRGV. Each undergraduate student will be locked into a Guaranteed Tuition Plan (GTP) rate code based on the semester of initial college enrollment at UTRGV. For graduate students, tuition and mandatory fee rates are guaranteed for four years or twelve consecutive semesters for traditional programs and two years or 6 consecutive semesters for accelerated online programs beginning upon admittance and enrollment into a graduate program. If changes in the student record are made after the Census Date which would justify a change in the assigned GTP rate, the revised rate will be applied starting with the following semester. Charges for current and prior semesters will not be restated.
Credit Hour Cap and Exceptions
At UTRGV, tuition and mandatory fee charges are capped for resident students at 12 credit hours each semester. However, it's important to note that the 12-hour cap does not apply to lab and supplemental instruction fees.

UTRGV's Right to Modify Tuition and Fees
UTRGV reserves the right to make changes to the tuition/fee information, and it is subject to change based on Board action and Legislative requirements.
Costs for International Students
International students have specific financial requirements to meet in order to study at UTRGV. As an international student, you must show proof of funding for one academic year in order to receive your Form I-20. The university calculates the estimated expenses each year, and this is the standard amount that all F-1 international students must show. The new expenses will be released soon which you can access below. If you submit a request on or after April 1, 2024 which requires you to show estimated expenses (such as Initial/Transfer I-20, Change of Level, Add Dependent, or Program Extension request), your estimated expenses will be based on the new figures. These estimates are subject to change without prior notice. The exact costs of attendance will vary by student and will be determined at the point of course registration. The estimated living expenses reflect fall and spring semesters.
UTRGV categorizes international students into several groups for tuition purposes:
- Full-Time Overseas: An international student who was born outside the United States and Mexico and is temporarily residing in the United States.
- Full-Time Mexican: An international student who was born in Mexico and is temporarily residing in the United States.
- Full-Time Border Commuter: An international student who was born in Mexico and is not allowed to reside in the United States.
- Part-Time Border Commuter (6 hrs. or 3 hrs.): An international student that was born in Mexico and is not allowed to reside in the United States.
- Non-Resident Tuition: A student who is classified as a non-resident for tuition purposes when it is determined that the student is a citizen of another country and does not meet the residency requirements.
Additional Cost Considerations
Beyond tuition and fees, students should also consider other costs such as:
- Housing & Food: A reasonable estimate of what it would cost to live in the Rio Grande Valley while attending school. For students living on campus, it is based on average residence hall rates and the largest meal plan available. Living Off-Campus: A student who lives in an apartment or house not on campus. The student can live on his or her own, or can share with roommates.
- Transportation: The transportation allowance includes the cost of travel between the student’s residence and the institution, and travel necessary to complete a course of study. For all students who need to travel between the UTRGV campuses, UTRGV offers free regularly scheduled shuttle service.
- Books & Supplies:
- Miscellaneous Personal Expenses:
Please note: The amounts below for books & supplies, room & board, and miscellaneous personal expenses are averages and will vary widely depending on the circumstances and needs of each student (e.g.
