UTRGV's dedication to affordability is further evidenced by initiatives such as capping tuition charges at 12 hours, meaning any additional courses a student enrolls in after 12 hours are free. UTRGV, which in January was named the top public university for least student debt, has always been committed to keeping costs low for students. And in the recent Washington Monthly college rankings, UTRGV was the highest-ranked public university for value nationwide, and a Top 20 Master’s University.
Understanding the UTRGV Tuition Advantage Program
The UTRGV Tuition Advantage grant is the university's commitment to making higher education more accessible. The UTRGV Tuition Advantage program covers the cost of tuition and mandatory fees by first utilizing federal and state aid, like Federal Pell and Texas Grant, scholarships, and other gift aid. Any remaining tuition and mandatory fees not covered by these programs will be covered by the Tuition Advantage. Students who qualify for this program have the potential to have tuition and mandatory fees fully covered.
President Guy Bailey announced UTRGV Tuition Advantage, a program that offers freshman, returning and transfer students full coverage of tuition and mandatory fees. He called it the most exciting project he has been a part of in higher education. “UTRGV [Tuition] Advantage is the most expansive free tuition program in the state of Texas,” he said. “We have the highest income ceiling, and we cover more than any other program.

Eligibility Requirements for the Tuition Advantage
To be eligible for the UTRGV Tuition Advantage grant, students must meet certain requirements. These requirements vary slightly depending on whether the student is an incoming freshman, transfer student, or continuing/readmitted student.
Income Requirements
Effective Fall 2022 Tuition Advantage will apply to students with an adjusted family income of $125,000 or less, based on unmet financial need. Students interested in being considered for the Tuition Advantage grant must file a FAFSA/TASFA every year, have a family income of $125,000 or less, and meet all eligibility requirements. For eligible students with a family income of $125,000 or less, tuition and mandatory fees will be covered through grants, scholarships and/or additional UTRGV financial aid.
Application and Admission
Yes, if you are a new freshman or transfer student, you must have submitted the appropriate ApplyTexas Application and been admitted to UTRGV by the April 1 deadline.
FAFSA/TASFA Filing
Students interested in being considered for the Tuition Advantage grant must file a FAFSA/TASFA every year, have a family income of $125,000 or less, and meet all eligibility requirements.
Satisfactory Academic Progress (SAP)
Students currently attending UTRGV or returning to UTRGV as a Readmit student must meet Financial Aid Satisfactory Academic Progress (SAP) to be eligible for the award.

Enrollment Requirements
First-Time Freshmen and New Transfer students must be enrolled in 15 hours for the Fall term and based on fund availability*. GPA Requirements for Transfer Students
Yes, transfer students new to UTRGV are eligible as long as the overall GPA is greater than 2.5 and all transfer eligibility requirements are met.
Degree Requirements
The UTRGV Tuition Advantage grant is for students seeking an undergraduate degree. Undergraduate students must be working toward the completion of their first undergraduate degree and meet the eligibility criteria. Currently enrolled undergraduates working on their first bachelor’s degree are eligible for the UTRGV Tuition Advantage grant. Note: Tuition Advantage is only available to students seeking first bachelor's degree. Second degree-seeking, Graduate, and Professional students do not qualify.
Additional Requirements for Freshmen
Freshmen Top 25% of HS class, or min. 19 ACT* or min. 990 SAT*.
Enrollment in Fall and Spring Semesters
The UTRGV Tuition Advantage grant is awarded to students that attend the entire academic year (Fall and Spring) and funds are typically not available for students that attend only in Spring.

Students currently enrolled at UTRGV must meet the Continuing Student eligibility criteria.
Readmit Student Definition
A Readmit Student is an undergraduate degree-seeking student who previously attended UTRGV but has not enrolled at UTRGV for one year or three consecutive semesters (fall, summer, spring).
Understanding Financial Need and SAI
A student’s Student Aid Index (SAI), as determined by the US Department of Education, is included in the Tuition Advantage calculation and may impact the award amount. A student's SAI has the ability to reduce Financial Need.Financial Need is the difference between the Cost of Attendance (COA) and the Student Aid Index (SAI). (Financial Need = COA - SAI). Unmet Financial Need, sometimes referred to as a gap, is the difference between Financial Need and the student’s need-based financial aid awards. What the Tuition Advantage Covers (and Doesn't Cover)
The UTRGV Tuition Advantage program is designed to cover the cost of tuition and mandatory fees not covered by other federal or state aid and scholarships.
Covered Expenses
The program covers tuition and mandatory fees.
Expenses Not Covered
Late payment fees, late registration fees, excess credit hour fees, class repeat fees, drop fees, and any fees for auxiliary services, such as parking or citation fees, are not covered by the UTRGV Tuition Advantage Grant. Meal plans and residence hall charges are not considered tuition and mandatory fees; therefore, they will not be covered by UTRGV Tuition Advantage.
The Impact of Tuition Advantage
The UTRGV Tuition Advantage program has a profound impact on students and the Rio Grande Valley community. State Sen. Eddie Lucio Jr. emphasized the importance of education for a better quality of life. “We had to go to college. Period,” Lucio said. “It was a no-brainer for my mom and dad because they wanted us to have a better quality of life than they did, and only an education at a college or university would be able to have us do that. So, I think of them.
The program also contributes to economic development in the region. “New companies, new jobs will be established and no longer will we see that most of our people have to leave to go find a job,” Lucio said.
For many students, the Tuition Advantage program makes higher education a reality. “I do come from a low-income family, so without grants, I wouldn’t be able to come to [the] university,” Smith-Macias said. “Honestly, this is a great opportunity because, now, I think even more students are going to be able to pursue an education that maybe before it seemed like it was impossible to get.
UTRGV aims to expand the program further in the future. “The next step is we look how to expand this even further,” Bailey said. “We would love to have every student graduating without debt.
Additional UTRGV Initiatives for Affordability
Beyond the Tuition Advantage program, UTRGV offers other initiatives to help students manage the cost of education.
2-Hour Cap
UTRGV caps tuition charges at 12 hours, which means any additional courses a student enrolls in after 12 hours are free.
Guaranteed Tuition Plan
Currently enrolled students continuing enrollment in their current level will not pay the proposed increase until Fall 2025 because of UTRGV’s Guaranteed Tuition plan. “We are one of the most affordable institutions in Texas and in the country, and we are committed to keeping it that way,” Hinojosa said.
