General Parking Regulations at the University of Louisville

The University of Louisville establishes parking regulations to ensure the safe and orderly operation of university business and to provide parking facilities within the limits of available space. These regulations, authorized by the Board of Trustees, apply to all faculty, staff, students, and visitors. It's important to note that the university assumes no liability for vehicle damage or theft while parked on university property.

Driver Responsibility and Finding Authorized Spaces

Finding an authorized parking space is the driver's responsibility. Lack of space, mechanical problems, or inclement weather are not valid excuses for parking violations. A parking permit grants an opportunity to park within specified areas, but does not guarantee a specific space, except for red reserved permits. Drivers should be aware that prime locations fill up quickly.

Enforcement and Family Responsibility

Failure to enforce any parking regulation does not waive future enforcement. Individuals are responsible for citations issued to vehicles registered in their name or to their family. A parking permit signifies a privilege to park on university property, and ownership remains with the university. Permit Types and Parking Privileges

In all cases of conflict, signs and markings will take precedence over any conflicting parking map designation. The individual who purchases a parking permit shall be responsible for non-moving violations by any vehicle bearing that permit. Motor vehicle operators are responsible for all moving traffic violations.

  • Belknap Blue Permits: Allow parking in Blue, Third Street South and Purple designated areas. Blue permits are restricted from parking in resident spaces.
  • Resident Parking Permits: Allow parking in resident areas designated by their permit color. Resident permit holders are not permitted to park in other resident parking zones. All Resident permits allow parking in Purple. Resident permits may park in any Blue and in non-24 hr.
  • Third Street South Permits: Allow parking in this designated lot only. Third Street South permits may park in Blue and in non-24 hr.
  • Purple Permits: may park in Blue and in non-24 hr. When classes are not in session (e.g. Reading Day, Spring Break) and the #94 Shuttle does not operate, Purple permits allow parking in any resident parking lot, Third Street South lot and the Blue permitted areas of the Floyd Street Garage.
  • Health Sciences Center Permits: Restricted to their respective garages/lots. 620 HSC Garage permits allow parking in Blue, Third Street South lot, or purple permitted spaces at the Stadium on Belknap Campus.
  • Scratch-Off Parking Permits: Allow parking in non-reserve permitted spaces on each campus. Scratch-off permits are only valid for the day indicated on the permit.

Restrictions and Prohibitions

University parking rules and regulations are in effect all year, including periods when classes are not in session. Parking is prohibited without a valid permit, in reserved spaces without a proper permit, and in areas closed by barricades or other traffic control devices. Motorcycles and motor scooters must be parked in designated spaces and require a valid UofL parking permit. Non-licensed scooters/mopeds must be parked at a bicycle rack. Vehicle maintenance is not allowed on university property, except for emergency repairs with notification to the Parking Office.

Fines and Penalties

Multi- and single-space parking meters are available to visitors, students and university faculty and staff. Students and employees with unpaid parking citations cannot purchase a new parking permit. Students will have a financial hold placed on their registrar accounts and may be subject to a loss of university services until the fines are paid and financial hold is released by the Parking Office. A person using a fraudulent parking permit, in possession of a lost/stolen parking permit or found to be a “habitual violator” may be denied permission to park or operate a motor vehicle on property owned or controlled by the University of Louisville.

Removal or Impoundment of Vehicles

Parking and Transportation Services is authorized to remove, impound, and immobilize vehicles under the following circumstances:

  • When a vehicle is unattended or abandoned.
  • When a vehicle is parked illegally or blocking an accessible space.
  • When a vehicle is parked illegally in a Red reserved space.
  • When the displayed parking permit has been reported lost or stolen or appears to be forged or altered.
  • When a vehicle is parked in a fire lane or tow-away zone.
  • When a vehicle has three or more unpaid parking citations.

Vehicles with two or more outstanding violations may receive a tow warning, allowing 24 hours to clear citations before towing. Vehicles with four or more outstanding citations are eligible for immediate towing.

Towing and Storage Fees

The fee for a vehicle tow is $150, and the fee for using an immobilizer is $75. A storage fee of $5 per day is charged if a vehicle is not claimed within 72 hours. Impounded vehicles are held until all outstanding citations and charges are satisfied.

Appeal Procedure

To dispute a parking citation, a written appeal must be submitted within seven days of receiving the citation online at louisville.edu/parking or at one of the Parking Offices. There is a pedway on the second floor from the parking garage. One inpatient parking pass is issued for a week at the time of the patient’s admission, renewable for the duration of the patient’s stay. Additional parking passes are available for purchase at the parking garage. The patient/visitor entrance is located on the back of the building close to 452 E. Parking Options at UofL Health Facilities

UofL Health provides various parking options at its facilities to accommodate patients, visitors, and staff.

  • UofL Health - Jewish Hospital: Valet parking is available for a nominal fee, accessed via the valet stand near the entrance to the patient parking garage on East Muhammad Ali Blvd.
  • UofL Health - UofL Hospital: A parking garage is available. Free, surface parking is available adjacent to the hospital as well as the medical plazas on campus.
  • UofL Health - Abraham Flexner Outpatient Center: Aims to provide an effective, safe, and positive parking experience.

Placement of Permits

To be valid, a permit must be clearly visible with permit hanging from the rearview mirror post of a vehicle. A permit must not be defaced or altered in any way. Adhesive permit must be clearly visible on the driver’s-side rear bumper.
