EARN Indiana: A State-Level Initiative

The Employment Aid Readiness Network (EARN) Indiana is an experiential learning internship program administered by the Indiana Commission for Higher Education (CHE) in partnership with the Institute for Workforce Excellence via the Institute's Work and Learn Indiana program. This program provides state matching funds to employers who hire students eligible for state financial aid for paid internships.

Eligibility and Funding

Employers with an approved internship may receive state matching funds by hiring students who are eligible to receive state financial aid for a resume-building, experiential, paid internship. Students eligible for high school or college EARN internships are allowed to intern with a single employer for a total of 52 weeks. A week of the student’s eligibility is considered to be "used" if the employer submits hours for reimbursement for at least one day out of that week. Students are not eligible past 365 days for EARN funds at a single employer. Employers are limited to $45,000 maximum in EARN Indiana total reimbursement funds during a state fiscal year (July 1-June 30).

Program Details

Students are able to work with an employer over 20 hours per week during the academic year (August-April), but employers will only be reimbursed for up to 20 hours per week during this time. During the summer term (April-August) employers can be reimbursed for up to 40 hours per week. Staffing agencies can be utilized by employers that are utilizing EARN Indiana, however, staffing/temp agency fees cannot be paid with EARN Indiana.

Educator Involvement

High school educators interested in the EARN Indiana program must complete the EARN Indiana participation interest form. Educators must be engaged in the High School EARN Indiana program in order for students to be eligible and for employers to take advantage of EARN Indiana funds for hired high school students.

Application Process

The application opens on March 2nd. Locate eligibility documents and get a work permit. Eligibility documents include proof of citizenship, proof of social security, proof of address, and proof of household income.

Eligibility Requirements

Learn & Earn is an income-based program. Eligibility is determined based on household income, and some participants must meet specific income requirements to qualify. All Learn & Earn participants must reside within Allegheny County and/or the City of Pittsburgh. Students under 18 must have a work permit.

Payment Methods

Youth will be paid via direct deposit, paper check, or a Wisley card.

Accommodations and Accessibility

The Learn & Earn program works with community partners to provide reasonable accommodations for youth who require them.

Impact on Public Benefits

According to the most recent SNAP and TANF Cash Assistance program manuals released by the PA Department of Human Services, if the participant is a dependent under the age of 18, income from Learn and Earn is excluded from Cash Assistance and SNAP income requirements for the household. If the participant is over 18 or a high school dropout and he/she is the head of a household, then Learn & Earn income is included.

Application Submission

After submitting the application, the review team will carefully assess eligibility based on the application and required documents. If qualified, applicants will be matched with a provider who will guide them through the next steps.

Matching Process

The Learn & Earn team places youth based on multiple criteria: location, job interests, and age. Additionally, youth are able to both request to be placed with an organization and to be requested by an organization.

Job Placement

Once a youth is matched with their Provider, the Provider will work with the participant on their specific job placement.

Post-Program Opportunities

Once Learn & Earn is over there are many opportunities to look into across the Pittsburgh region. Almost all partner organizations engage in various types of year-round programming, some with paid work experiences and some without.

Required Documents

Applicants (18 and under) will need a work permit to apply! There are a wide variety of documents that can be used for the different eligibility proof needed. On the last page of the application, there is a document upload section. The easiest way to capture your document is by taking a photo using a smartphone, tablet, or another device with a camera. You may also scan your document with a scanner if you have access to one.

Proof Categories

A part of the application process requires that applicants upload various types of proof. If there is no date on the document it is not able to be used as proof.

Proof of Address

Proof of Address is used to confirm that the applicant does live within Allegheny County. Anyone living outside of this area is not eligible to participate. All proof of address must be within the last 6 months.

Proof of Household Income

Proof of Household Income is used to confirm that the applicant will fall within the income restrictions of this program.

Proof of Age

Proof of Age is used to confirm that the applicant meets the age requirements of the program. All Learn & Earn youth must be between the ages of 14 and 23.

Proof of Citizenship

Proof of Citizenship is used to confirm that the applicant is able to legally work in the United States.

Proof of Social Security Number

Proof of Social Security number is used to confirm the applicant’s identity. The best way to do this is by uploading a copy of the Social Security card.
