Navigating the GSU HOPE Scholarship: Requirements and Eligibility
The HOPE (Helping Outstanding Pupils Educationally) Scholarship is a merit-based scholarship program available to eligible Georgia students pursuing undergraduate degrees. Administered by the Georgia Student Finance Commission (GSFC), HOPE aims to provide financial assistance to academically promising residents. This article provides a comprehensive overview of the HOPE Scholarship requirements, focusing on maintaining eligibility, regaining eligibility, and understanding the evaluation processes.
Understanding HOPE and Zell Miller Scholarships
The HOPE and Zell Miller Scholarships are both merit-based programs designed for Georgia students who meet specific residency requirements set by the University System of Georgia and the GSFC. It's important to note that students can receive either HOPE or Zell Miller, but not both simultaneously. The GSFC utilizes the College HOPE Eligibility Calculation System (CHECS) to streamline the review and approval process for both scholarship programs. Accessing information and managing your application requires a GAFutures account.
Maintaining HOPE Scholarship Eligibility in College
HOPE Scholars must maintain certain academic standards to remain eligible for the scholarship while in college. These requirements are assessed regularly. Students will be checked at the end of every spring term, even if they were not enrolled in classes that term. This consistent monitoring ensures that recipients continue to meet the scholarship's academic criteria.
Regaining HOPE Scholarship Eligibility
It is possible to regain HOPE Scholarship eligibility if it has been lost at a Checkpoint. Students who were not academically eligible for the HOPE Scholarship as an entering college freshman may become eligible for the HOPE Scholarship.
Transfer Students and HOPE GPA Calculation
For students who attend an out-of-state or non-HOPE eligible college/university after high school and subsequently transfer to a HOPE eligible institution, all credit hours taken at the previous institution(s) will be included in the Attempted Hours and HOPE GPA calculation for HOPE Scholarship purposes. This is a crucial consideration for transfer students planning to utilize the HOPE Scholarship.

Appealing HOPE/Zell Miller Scholarship Decisions
If a student believes they qualify for the HOPE or Zell Miller scholarship but it was not included in their final award notice, they can appeal directly to GSFC. To initiate an appeal, students should submit a copy of their final transcript and ACT or SAT scores to the Georgia Student Finance Commission for evaluation. Upon approval by GSFC, the student should submit the approval letter to the Office of Scholarships and Financial Aid (OSFA).
Residency Requirements
A student may be eligible for the HOPE/ Zell Miller Scholarship if he/she is permanent resident alien prior to the first day of the term he/she is seeking the HOPE/Zell Miller scholarship. If the institution grants a Military Personnel Out-Of-State tuition waiver for a First-Tier student and that student has graduated from an eligible High School as a HOPE/Zell Miller Scholar, then the student meets the Georgia Residency requirements as a First-Tier student.
Online Courses and HOPE Eligibility
The HOPE/Zell Miller Scholarship will pay for your online courses if you are meeting the general requirements to receive the award.
Academic Eligibility Requirements
The HOPE Scholarship program requires students to meet academic eligibility requirements in addition to the basic requirements. The high school or home study program must be accredited by an approved accrediting agency as listed above at the time of the student’s graduation or completion. This is a secure electronic process. Students who graduated from an ineligible high school or completed an unaccredited home study program but were not initially academically eligible may receive the HOPE Scholarship retroactively, if they earn a 3.0 postsecondary calculated HOPE GPA after attempting 30 semester or 45 quarter hours of college degree-level credit. Sign in to your GAfutures account to access My College HOPE Profile and verify your Checkpoint History prior to requesting retroactive academic evaluation.
