Understanding the South Carolina HOPE Scholarship Eligibility

The South Carolina HOPE Scholarship offers financial assistance to eligible students pursuing higher education in the state. This article delves into the specifics of the HOPE Scholarship, outlining its purpose, eligibility requirements, award amounts, and other crucial details.

Introduction to the SC HOPE Scholarship

Established under the SC Education Lottery Act and implemented in 2002-03, the South Carolina HOPE Scholarship is a merit-based scholarship designed for first-time entering freshmen attending a four-year institution. It specifically targets students who do not qualify for the LIFE or Palmetto Fellows Scholarships but have demonstrated academic achievement by graduating high school with at least a B average. Funding for the HOPE Scholarship is contingent upon the annual proceeds generated by the SC Education Lottery.

Core Purpose and Benefits

The SC HOPE Scholarship Program aims to provide financial assistance to students attending a four-year institution who do not qualify for the LIFE or Palmetto Fellows Scholarship. The scholarship is awarded during the freshman year of attendance only. The HOPE Scholarship is a nonrenewable $2,800 award for first-year students. Students who receive HOPE during their first year may become eligible for the LIFE award during their sophomore, junior and senior years. The HOPE Scholarship may be received for no more than two semesters and only during your first year of college enrollment.

Initial Eligibility Criteria

To be eligible for the SC HOPE Scholarship, students must meet several requirements:

  • Residency: Recipients must be South Carolina residents. They must have graduated from a South Carolina high school or from a high school outside of South Carolina while being a dependent of a parent or legal guardian who is a legal South Carolina resident.
  • Academic Achievement: Applicants must have a final high school GPA of 3.0 on a 4.0 scale.
  • Other Scholarship Ineligibility: Students must not qualify for the SC LIFE or SC Palmetto Fellows Scholarships.
  • Accreditation: The high school or home study program must be accredited by an approved accrediting agency at the time of the student’s graduation or completion.
  • Test Scores: Earn a qualifying test score on a single national or state/district administration of the ACT or single national administration of the SAT prior to high school graduation or home study / HSE diploma completion.

Award Details and Usage

The HOPE Scholarship award amount is determined annually by the South Carolina General Assembly. The scholarship is awarded half in the fall term and half in the spring term. Students are eligible to receive the HOPE Scholarship for no more than two terms (or its equivalent) during the first year of attendance only. The maximum number of terms of eligibility is based on the student’s initial college enrollment date with the exception of credit hours earned during the summer session immediately prior to the student’s initial college enrollment. The current annual value of the SC HOPE Scholarship is $2,800. The HOPE Scholarship is credited to your student account to satisfy any charges. Excess aid is refunded to the student.

Maintaining Eligibility and Potential Loss of Scholarship

If you are receiving the HOPE Scholarship or any other financial aid, dropping below full-time status or withdrawing completely may affect your eligibility to receive aid. Under some circumstances, withdrawing from the University may require you to repay part - or all - of any financial aid received. In the event a student who has been awarded the HOPE Scholarship withdraws, is suspended from the institution, or drops below full-time status during any regular term of the academic year, institutions must reimburse the Program for the amount of the HOPE Scholarship for the term in question pursuant to refund policies of the institution.

Regaining Eligibility

A student who was not academically eligible for the HOPE Scholarship as an entering college freshman may become eligible for the HOPE Scholarship retroactively, if they earn a 3.0 postsecondary calculated HOPE GPA after attempting 30 semester or 45 quarter hours of college degree-level credit. Students who graduated from an ineligible high school or completed an unaccredited home study program but were not initially academically eligible may receive the HOPE Scholarship retroactively, if they earn a 3.0 postsecondary calculated HOPE GPA after attempting 30 semester or 45 quarter hours of college degree-level credit. Relationship to LIFE Scholarship

Students who receive the HOPE Scholarship during their first year may become eligible for the LIFE award during their sophomore, junior and senior years.

To earn the LIFE Scholarship (beginning sophomore year at Furman), students must earn a cumulative 3.0 LIFE grade point average (GPA) and an average of 30 credit hours each academic year. In addition, any credit hours attempted or earned before high school graduation, hours exempted by examination, or advanced placement credit accepted by the institution as academic credit, will be reflected in the total number of cumulative hours earned. Also, remember that the academic year is considered fall, spring and summer. Therefore, you can use the summer to bring up a GPA or earn credit hours. Students who fail to earn a cumulative 3.0 LIFE GPA at the end of the academic year or the requisite number of hours required, may regain eligibility the next academic year if their cumulative LIFE GPA is a 3.0 at the end of the academic year and they have earned a minimum of 30 credit hours if a rising sophomore, 60 credit hours if a rising junior, or 90 credit hours if a rising senior. The academic year is considered fall, spring and summer. Therefore, you can use the summer to bring up a GPA or earn credit hours. Please consult the Office of Financial Aid to verify that credit hours earned during the summer at another institution will be accepted.

To be eligible for a LIFE Scholarship, you must be a full-time undergraduate student and meet two of the following three criteria: 3.0 cumulative GPA on a 4.0 scale; score at least 1100 on the SAT or 22 on the ACT; and/or rank in the top 30% of your graduating class. New students may receive up to $5,000. You may receive the LIFE scholarship for no more than eight semesters.

LIFE GPA Explained

The LIFE GPA is a grade point average used only for the purpose of awarding the LIFE Scholarship. It represents an all-college GPA, consisting of the combined total of a student’s Grade (Quality) Points divided by the cumulative number of attempted credit hours from all schools attended to earn college credits, even while still enrolled in high school. A student must earn an average of 30 credit hours per year. Students also must have a minimum cumulative 3.0 “LIFE GPA” based upon all grades earned at every post-secondary institution attended. This includes The Citadel, other post-secondary institutions, and while dually enrolled in high school. Eligible credit hours and grades that do not transfer based upon The Citadel’s policies must also be included. Every year, students’ official transcripts from all eligible institutions for college courses taken to date must be on file at The Citadel Registrar’s Office. Transcripts calculate the annual LIFE GPA and total credit hours earned. The state of South Carolina and The Citadel evaluates the annual LIFE GPA at the end of each summer to determine eligibility for the upcoming school year. Courses not utilized to calculate a student’s LIFE GPA include courses classified as remedial/developmental, non-degree credit courses for an associate degree or higher, or continuing education courses. “LIFE GPA” determines student’s eligibility for the LIFE Scholarship. It will have no impact upon a student’s standing at The Citadel. Each student’s LIFE GPA is available through a secure link on My Citadel Portal.

Combining Scholarships and Financial Aid

Many scholarships and stipends may be combined with other sources of financial assistance for which a student is eligible. However, a student may not receive more than one full-tuition University scholarship. Note: The SC HOPE, LIFE, and Palmetto Fellows Scholarships in combination with all other (Federal, state, institutional, and private) scholarships and grants may not exceed a student’s cost of attendance as defined by Title IV Regulations.

Palmetto Fellows Scholarship

Palmetto Fellows Scholarships are awarded to South Carolina high school students with exemplary academic credentials. The competition for these awards begins when students take the PSAT in their junior year of high school. The South Carolina Commission on Higher Education (CHE) selects Palmetto Fellows based on criteria that include class rank, high school GPA, and SAT or ACT scores. Incoming freshmen may receive up to $6,700 for the first year, and up to $7,500 for each of the next three years. The SC Commission on Higher Education distributes information regarding the application process to all South Carolina high schools. High school officials identify eligible students who meet the qualifications by the established deadlines and report them to CHE. Funds are disbursed after all recipients complete The Citadel’s Palmetto Fellows Affidavit each year. The current value of the SC Palmetto Fellows Scholarship at The Citadel is $6,700 for freshmen and $7,500 for sophomores, juniors, and seniors.

Study Abroad and Scholarship Eligibility

Yes, you may be eligible to receive your scholarship funds as long as you are in a Furman affiliated or Furman sponsored study away program. You must maintain full-time enrollment for the semester. If you study abroad and your transcripts from a foreign school are not sent back to Furman before the next school year starts, there may be a delay in determining your eligibility and awarding your LIFE Scholarship for the next term. Some students will have enough cumulative credits to award the LIFE scholarship before their study abroad transcript arrives and is posted. State regulations for these state-based scholarships still apply during study abroad/study away programs. Therefore, all grades earned for courses taken while studying abroad/away must be calculated into your LIFE Scholarship GPA. Eligible LIFE and Palmetto Fellows scholarship recipients who are already on track for early graduation (by one semester) may use 1 of their 8 semesters of scholarship eligibility in the summer as long as they enroll full-time and complete at least 12 attempted summer credit hours.

Scholarship Enhancement for Specific Majors

There are majors receiving the LIFE Scholarship that may be eligible for a scholarship enhancement beginning in their sophomore year. These majors include computer science, civil engineering, electrical engineering, mechanical engineering, biology, mathematics, chemistry, and physics. Students must have completed at least 14 credit hours of math and/or science courses by the end of their freshman year (including the summer semester following their freshman year).
