West College Scotland (WCS) stands as a prominent further and higher education institution in Scotland, committed to providing accessible and innovative learning opportunities. Formed on August 1, 2013, through the merger of James Watt College, Reid Kerr College, and Clydebank College, WCS operates across campuses in Paisley, Greenock, and Clydebank. With a substantial student body exceeding 21,000 and a dedicated workforce of over 1,200, West College Scotland plays a vital role in shaping the educational landscape of the region. Liz Connolly has been the college's principal and chief executive since September 3, 2018. She had been the college's vice-principal corporate development since its formation in 2013.
A Commitment to Comprehensive Education
West College Scotland offers a diverse range of courses encompassing Highers, NC, HNC, and HND qualifications, catering to a wide spectrum of academic and vocational aspirations. The college's commitment to providing comprehensive education is further exemplified by its pioneering efforts in online learning, offering students flexible study options that accommodate their individual lifestyles and commitments. Addressing Challenges Through Innovative Solutions
Prior to 2021, West College Scotland faced challenges related to mandatory training and performance management. The college relied on a one-page listicle for mandatory training, and performance management processes were largely informal and undocumented. This lack of structured processes resulted in managers relying on outdated data when conducting crucial performance conversations related to goals, compliance, and recertification. Their existing resource was a SharePoint document that had been used less than 300 times over 5 years; that’s just once per week for a headcount of over 1,000.
Recognizing the need for improvement, Paul Ferguson, Operational Development Business Partner, joined WCS in 2021 with a clear vision for the organization. He understood that meaningful conversations were already taking place within the college, contributing to its success. The challenge lay in developing an innovative technological solution that could address key talent management issues such as compliance, performance management, and goal tracking.
The Evolve LMS: A User-Centric Learning Ecosystem
To address these challenges, Paul Ferguson sought out Totara and Think Learning as strategic partners. Together, they embarked on a collaborative effort to build a user-centric learning ecosystem that harnessed the existing organic interactions and equipped users with the necessary digital tools and resources.

The resulting solution, known as the Evolve LMS, is powered by Totara Learn and incorporates Perform to tackle specific challenges. The WCS team, in collaboration with Think Learning, leveraged the flexibility of the Totara basecode to integrate bespoke plugins, tailoring the LMS to their specific needs.
Empowering Staff Through Competency Tools
To provide structure to performance conversations, the Perform competency tool was implemented. This tool allows staff members to associate four skills profiles with their accounts, enabling them and their managers to track progress in specific competencies. This approach provides automated structure to conversations happening already.
Fostering Self-Directed Development with "My Conversations"
Recognizing the importance of self-directed development, Think Learning created a custom tool called "My Conversations." This tool empowers individuals to take ownership of their personal effectiveness by recording conversations with their managers and linking them to their competencies. The Evolve LMS ‘My Conversations’ tool is the foundation of building a meaningful working relationship with your manager. Once you have that foundation it becomes the exchange of ideas, the starting point for difficult conversations and the ability to move a team forward.
Catering to Time Constraints with Time Functionality
Addressing user feedback regarding time constraints, the Think Learning team added a time functionality to learning content. This feature allows users to filter results based on the estimated time to completion, enabling even the busiest employees to find suitable courses.
Empowering Managers with Real-Time Reporting
To empower managers to effectively lead their teams, real-time reporting capabilities were implemented. Utilizing hierarchies and positions within Totara, the L&D team can access overall statistics related to compliance and recertification due dates. Meanwhile, managers can view the courses their team members are engaging with most, allowing them to identify trends and address potential issues such as burnout.

Furthermore, the report builder is used to provide managers with information on their team's seminar bookings, facilitating capacity planning. All of this to ensure the LMS supports its userbase efficiently through an innovative mix of tools.
Tangible Results and Enhanced Engagement
The implementation of the Evolve LMS has yielded significant positive results for West College Scotland. Compliance rates have increased from 60% to 92%, demonstrating the effectiveness of the tools in helping users stay on top of learning and recertification requirements. Managers can now easily monitor recertification progress and send timely reminders.
Since its launch, users have completed over 5,800 hours of learning and dedicated over 200 hours to evaluations, metrics that were previously difficult to track. From a performance perspective, over 550 goals (competencies) have been added to the LMS, with over 200 skills profiles completed, indicating a high level of engagement with the platform.
Free Online Counselling Skills Course
West College Scotland extends its commitment to accessible education through free online courses, including a Level 3 Counselling Skills course. This course is designed for individuals who have completed the Level 2 in Counselling Skills, providing them with CPD opportunities to progress towards accredited counsellor status or to enhance their knowledge and explore a career in counselling. The demand for Counselling has increased dramatically recently.
