Unlocking Opportunities: Understanding the US Army Reserve Minuteman Scholarship Requirements
The Army Reserve Officer Training Corps (ROTC) offers various scholarships to alleviate the cost of higher education. Many ROTC scholarship winners graduate without debt, receive leadership training, and gain access to a fulfilling career in service to the nation. For students who know they want to serve in the Army Reserves without competing for active duty or a combat Military Occupational Specialty (MOS), the Army Reserve Minuteman Scholarship offers broadened options. This scholarship locks recipients into the Army Reserves without the option to compete for active duty.
Eligibility and Application
The Army’s window for earning an ROTC scholarship opens for students the summer before their senior year in high school and closes during the junior year of college, unless students are pursuing a master’s degree with at least two years of schooling remaining.
General requirements include:
- Being a United States citizen
- Being between 17 and 26 years old
- Having a high school GPA of at least 2.50
- Possessing a high school diploma or equivalent
- Providing a score report for the SAT (two-part) or ACT
- Passing the Army Combat Fitness Test
- Agreeing to accept a commission and serve in the Army on Active Duty or in a Reserve Component (Army Reserve or Army National Guard)
High School Students Scholarship applications are filled out online and applicants can apply for up to 7 schools at a time. There are three opportunities to earn a four-year full-tuition scholarship throughout the academic year:
- The first week of October
- The first week of January
- The last week of March
The most competitive applicants will have a strong GPA and physical fitness test scores and be involved in athletic and/or community service activities. Evidence of previous leadership positions and a solid interview will also help set candidates apart for scholarship selection.

Financial Benefits
Minuteman Scholarships cover full tuition and mandatory fees or room and board up to $10,000 and range in length up to 3 years. Scholarship awardees also receive a book allowance and a monthly stipend based on their academic year. If awarded a scholarship, Army will pay full-tuition OR room and board, $1200/yr for books, and a monthly stipend of $420/mo.
College Students Scholarships are available to students who are currently enrolled in college. The award can pay full-tuition or $12,000 for room and board. The length of scholarship can be anywhere between 3.5 and 2.0 years. If you wish to apply, your best bet is to join ROTC and become as actively engaged as possible and state your intent to earn a scholarship. The ROTC cadre will assess your leadership potential to determine eligibility. As scholarship money becomes available, cadre will rate your merit against the peers in your year group to determine who will be awarded the offer.
If awarded a scholarship, Army will pay three years’ tuition, $1200/yr for books, and a monthly stipend of $420/mo.

Service Commitment
In return for the financial assistance, scholarship recipients incur a military service obligation. You will owe the Army a minimum 8 years of service which can be fulfilled in one of two ways:

- 4 years in full-time active-duty service, followed by 4 years of inactive reserve service
- 8 years of part-time national guard / reserve service
Three-year scholarships will allow you to be competitive to serve in the active-duty Army after commissioning and graduation, however, you can still choose to serve in the National Guard or Army Reserve. Two-year scholarships can also come with the additional condition that you will not be allowed to compete for active duty.
If you decide that you don’t like ROTC within you first year, you can cancel your scholarship and the Army will still pay your first year’s tuition with no obligation for service.
Guaranteed Reserve Forces Duty (GRFD)
Army Reserve announced the launch of its Minuteman Campaign, a focused effort to provide Guaranteed Reserve Forces Duty (GRFD) scholarships to students pursuing higher education. Running from March 15, to June 1, the campaign aims to identify and support individuals committed to serving in the Army Reserve upon graduation. The GRFD scholarship offers significant financial assistance, covering either full tuition and fees or providing $12,000 annually for room and board at eligible colleges and universities with Army Reserve Officer Training Corps (ROTC) programs.
"The Minuteman Campaign reflects our commitment to investing in the education and development of future Army Reserve leaders," said Edna Cummings, Army Reserve Ambassador (ARA) for Maryland, who endorsed 43 applications, the most of all ARAs during academic year 2024 to 2025.
Simultaneous Membership Program (SMP)
Minuteman Scholarship recipients must be willing to participate in the Simultaneous Membership Program (SMP) with a Guard or Reserve unit. The Simultaneous Membership Program gives you an opportunity to gain additional training and experience by attending Army ROTC while you are serving in the US Army Reserve or Army National Guard. It gives you an opportunity for additional training and experience. Cadets serve as officer trainees in the Reserve or National Guard while completing college.

SMP cadets will be required to follow their unit’s drill schedule, which is one weekend per month and two weeks during the summer. They’ll receive drill pay, which amounts to $3000-$4500 per year. Contracted cadets receive monthly stipend of $420 a month during school year. Unfortunately, not everybody who participates can be guaranteed the opportunity to commission and not every cadet the completes the program will be given a scholarship. All cadets that want to earn the commission, even if it means not getting a scholarship, must sign a contract with the Army before the end of their junior year. Students who do contract will be eligible for a $420/mo. stipend and enrollment in the advanced level ROTC coursework and training. Contracting commits you to 8 years of service with the Army.
Must SMP w/ USAR or ARNG. These scholarships guarantee that commissioned Cadets serve in a specific component. The Dedicated scholarship is available for up to three years. Must SMP w/ ARNG. Must SMP w/ USAR.
Commitment to the Reserve Component
Cadets that elect to apply for and receive this 2-Year GRFD scholarship must know they will be commissioned into the Reserves - either the USAR or ARNG. This is based on needs of the Reserve Forces. Must serve 8 years in an Army Reserve or National Guard unit.
