Pathways Program

The Pathways Program is a federal initiative designed to provide students and recent graduates with opportunities to gain experience in federal agencies. It includes the Internship Program, the Recent Graduates Program, and the Presidential Management Fellows (PMF) Program.

Internship Program

The Internship Program provides high school, undergraduate, and graduate students with opportunities for paid work in agencies and to explore Federal careers while still in school. Applicants must be enrolled at least part-time in school or an educational program (including Registered Apprenticeship Programs and certain volunteer service programs).

Eligibility for the Internship Program:

Pathways Program Updates

The Pathways Regulations published on April 12, 2024, will not be effective until June 11, 2024. Agencies may begin using the new provisions of the rule at that time, provided they have updated their policies and procedures to reflect the changes in the final rule. In the meantime, the existing Pathways Programs requirements and guidance are in effect.

Key Updates:

  • Agencies may now convert interns to a permanent Federal position once they complete a minimum of 480 internship hours (down from 640 hours).
  • Agencies may hire recent graduates at a GS-11 starting salary. The previous limit was GS-09.
  • Agencies now have 180 days to convert interns into permanent positions (up from 120 days), which will help both applicants and agencies.

Applying for Pathways Positions

Prospective candidates may apply for a Pathways position only when one is announced in a position Vacancy Announcement on the USAJOBS online application site. Once an announcement is posted on www.USAJOBS.gov, complete applications (to include all required documents) must be submitted electronically through the "Gateway to State" system.

All Internship positions will be posted to USAJobs, year round, on an as-needed basis based on the needs of the Department. Candidates have until 11:59 pm Eastern Standard Time on the closing date on the announcement to complete the application process, or when the specified application limit has been reached, whichever comes first. This includes submitting the online application as well as any required documents as defined in the Required Documents section in the listed announcement. Candidates are encouraged to complete their applications well before the application deadline to ensure they receive consideration.

*There is a maximum number of applications for each vacancy announcement. The vacancy will close on the closing date listed in the announcement or the day the maximum number of applications is received. The vacancy will close when the first of these conditions are met.

Required Documents:

The following documents must be submitted for your application package to be considered complete. It is your responsibility to ensure all required documents are received within the required time frames.

  • Current transcripts: an unofficial copy is sufficient with the application; however if selected, an official college transcript will be required. Transcripts MUST include the students name, name of the school, current GPA/academic standing, past and current coursework, and degree program.
  • Proof of Enrollment may include a screen shot of the semester class schedule, an official letter of enrollment, or listed on official transcripts.
  • If you are claiming veterans' preference, you must submit proof of veterans' preference with your application.
    • For 5-point veteran's preference, you must provide a copy of your DD-214 Certificate of Release or Discharge from Active Duty (Member Copy 4 is preferable) which must show the type of discharge and dates of active duty.
    • For 10-point veteran's preference, you must submit a current version of the SF-15 (Application for 10-Point Veteran Preference), dated October 2013, and any documentation required by this form to support your claim. Previous editions of the SF-15 will not be accepted.

Veterans' Preference in Pathways Programs

How veterans’ preference is applied depends upon the selection method the agency chooses to use when filling its Pathways jobs.

  • Unranked list - Applicants who meet basic eligibility criteria are listed by veterans’ preference category: 10 percent or more disabled veterans, other 10-point preference eligible veterans, 5-point preference eligible veterans, and then non-preference eligible veterans. An agency must consider the candidates in the highest preference group first.
  • Category rating-like process - Agencies may establish their own systems for applying veterans’ preference provided that such a system results in preference eligible applicants receiving at least as much advantage as they would under the numerical ranking or unranked selection methods. Preference eligibles are listed ahead of non-preference eligibles in the quality category into which they are placed.

A preference eligible veteran, who does not have a compensable disability of 30 percent or more, can be eliminated from consideration only if the agency sustains the selecting official’s objection to the preference eligible for adequate reason.

Key Considerations for Agencies

  • Agencies must provide public notification when recruiting and accepting applications for Pathways internship or recent graduate positions.
  • Agencies may conduct outreach on campuses before (or without) posting a USAJOBS announcement.
  • Agencies must use valid job-related assessments such as crediting plans, which are the same thing as rating schedules (i.e., occupational questionnaires) or structured interviews.

Conversion to Permanent Positions

The final rule lengthens the time period allowed for agencies to convert interns from 120 days to 180 days after the completion of a degree. OPM has also reduced the minimum number of hours required for conversion from 640 hours to 480 hours.

The 180-day clock for non-competitive conversion starts when the student completes their educational requirements (as determined by the educational institution or career and technical education program).

An agency may waive up to one-half of the minimum service hour requirement provided the intern has completed at least 320 hours of career-related work experience under a Pathways Internship Program appointment with exceptional job performance and demonstrates high potential in an academic or career and technical education program.

Postal Inspector Opportunities

For those interested in law enforcement, the USPS Postal Inspection Service offers a unique career path. Postal Inspectors investigate a variety of crimes and challenges related to the mail system.

Requirements for Postal Inspectors

  • Drug-Free Workplace: The Postal Inspection Service is firmly committed to a drug-free workplace. The unlawful use or possession of drugs, at any time, by Inspection Service employees is not tolerated, and may serve as the basis for removal from the Postal Inspection Service.
  • Vision Standards:
    • Having vision in ONLY one eye is disqualifying. The ability to see using both eyes at the same time is required.
    • Visual acuity using both eyes together, at the same time, must test 20/70 (using Snellen eye chart) WITHOUT corrective lenses.
    • Uncorrected vision must test at least 20/100 in each eye, separately.
    • Vision in EACH eye, separately, must be corrected to 20/20.
    • Eye surgery MAY be acceptable for meeting the USPIS vision standard.
    • Soft contact lenses less than 6 months - must meet uncorrected standards (20/100 in each eye).
  • Hearing Standards: Hearing acuity in the better ear is NOT to exceed an average loss of 30db at 500 Hz, 1000 Hz, and 2000 Hz. The loss canNOT exceed 40db in each ear, separately, at either 500 Hz or 1000 Hz or 2000 Hz.
  • Drug Usage: Applicants for employment with the Inspection Service who are currently using illegal drugs, or abusing legal drugs or substances, are not eligible for employment. Used, ingested, or possessed marijuana, within the one (1) year preceding the date of the application for employment, and throughout the application process. Ever been involved in the illegal sale, manufacture, cultivation, trafficking, or production of a drug or controlled substance.

Competitive Factors

There are four special knowledge tracks that make applicants more competitive for the position of Postal Inspector: language skills, postal experience, specialized non-postal skills, and academic achievement. Candidates with experience in the military, law enforcement, or bioterrorism investigations are considered candidates with specialized experience. Candidates with a B.A. or B.S. Postal Inspection Service managers.

Training

All Postal Inspector candidates must graduate from a 16-week residential program which covers firearms, academics, defensive tactics, physical fitness, and practical exercises. Candidates must complete rigorous courses in investigative techniques and USPS® policies.

Compensation and Benefits

Postal Inspectors are paid using an ISLE (Inspection Service Law Enforcement) pay scale which mirrors the General Schedule (GS) Pay Scale for law enforcement officers.
