Career and Technical Education (CTE) programs play a crucial role in equipping students with the academic knowledge, technical skills, and real-world experience necessary to thrive in today's dynamic job market. What is Career and Technical Education?
Career and Technical Education (CTE) encompasses programs of study that integrate academic and technical skills, preparing students for a wide range of careers and post-secondary opportunities. CTE courses are designed to be dynamic and engaging, allowing students to discover their interests and develop expertise in specific fields. CTE programs offer recommended sequences of courses based on student interests, goals, and aptitudes. These sequences align with national career clusters, guiding students through a planned program of study. Students work with their high school counselor to develop an individualized four-year plan that outlines the program of study through which the student can earn an endorsement upon graduation.
The Importance of CTE
CTE is vital for several reasons:

CTE Programs of Study
CTE encompasses a wide array of programs of study, each focusing on a specific career cluster. These programs are designed to provide students with the knowledge and skills necessary to succeed in a particular field. Some examples of CTE programs of study include:
- Agriculture, Food, and Natural Resources (AFNR): This program focuses on careers related to agriculture, food production, natural resource management, and environmental science. At the national level, the CTSO open for students in the AFNR program is the National FFA Organization. Within those pathways, there are more than 30 courses for students to choose from.
- Architecture and Construction: This program prepares students for careers in architecture, construction management, and the building trades. Unlike the AFNR program, there are not specific CTSOs for students in Architecture & Construction.
- Arts, Audio/Video Technology, and Communications: This program focuses on careers in the arts, media, and entertainment industries. Though divided into only two pathways, each of them is quite broad, and there are more than 40 courses to choose from.
- Business, Management, and Administration: This program prepares students for careers in business, management, finance, and administration. Within those pathways, students will find more than 30 courses, including introductory classes like Touch System Data Entry.
- Education and Training: This program prepares students for careers in teaching, training, and educational administration.
- Finance: This program focuses on careers in banking, investment, insurance, and financial planning.
- Government and Public Administration: This program prepares students for careers in government, public service, and nonprofit organizations.
- Health Science: The Health Science program of study trains students in providing therapeutic services, diagnostics services, health informatics, and biotechnology research and development.
- Hospitality and Tourism: The Hospitality and Tourism program of study specializes in teaching students the management, marketing, and operations of restaurants, lodging, attractions, and travel-related services. Unlike the Health Science program, there are no specific CTSOs for Hospitality & Tourism.
- Information Technology: This program prepares students for careers in computer programming, network administration, cybersecurity, and other IT-related fields.
- Human Services: In Texas, the Human Services program of study prepares individuals for careers in counseling, mental health services, family and community services, personal care services, and more. Classes in human services are varied and include everything from Counseling and Mental Health to the entire Cosmetology and Barbering course sequence.
- Law and Public Service: The Law and Public Service program of study specializes in planning, managing, and providing legal, public safety, and protective services.
- Manufacturing: As with some of the other programs of study, there are no dedicated CTSOs for students in Manufacturing.
- Science, Technology, Engineering, and Mathematics (STEM): The new Engineering program of study focuses on teaching skills specific to different types of engineering technology and work.
- Transportation, Distribution, and Logistics (TDL): There are many courses to choose from in the TDL program, including courses addressing automotive, diesel, and small engines.
Key Components of CTE Programs
Several key components contribute to the success of CTE programs:

- Industry-Based Certifications (IBCs): Earning industry-based certifications (IBCs) is a critical part of the CTE experience for Texas students. Depending on the programs and pathways students choose, they may need to pass an industry certification exam in order to work in the field. CTE programs of study are aligned with specific industry certifications, which can be found on the Texas state IBC list.
- Career and Technical Student Organizations (CTSOs): CTSOs are co-curricular organizations that provide students with opportunities to develop leadership skills, participate in competitions, and network with industry professionals. The USDE recognizes the value of CTSOs and their place as an integral part of CTE.
- Experienced Instructors: Instructors are a highlight of CTE -they are talented individuals who are experts in their area of study.
- Relevant Curriculum: All Texas CTE courses have specific Texas Essential Knowledge and Skills (TEKS) standards, which students must meet.
- Work-Based Learning Experiences: CTE programs often include work-based learning experiences such as internships, apprenticeships, and job shadowing. These experiences provide students with valuable hands-on training and help them to make connections with potential employers.
CTE in Texas
In Texas, CTE programs are governed by the Texas Education Agency (TEA). The TEA provides resources and support to CTE educators, including curriculum frameworks, professional development opportunities, and funding. The State Board of Education (SBOE) plays a role in the CTE TEKS review.
The 87th Texas Legislature also passed House Bill (HB) 773, which includes successful completion of programs of study in the accountability system. Planning for this statutory change has just begun. No changes are anticipated until the 2022-23 accountability reset. CTE provides students with the academic knowledge and technical skills they need to gain entry to high-skill, high-wage, and high-demand industries. Career and Technical Education courses are dynamic and engaging, giving students a platform to find their passion and make a career of it.
