Understanding Penn State Summer Tuition Rates
For students considering summer courses at Penn State, understanding the tuition structure is crucial for financial planning. Penn State's tuition system takes into account several factors, including residency status, campus location, academic level, major, and the number of credits taken. This article provides a detailed breakdown of Penn State's summer tuition rates, associated fees, and other cost considerations.
Key Factors Influencing Tuition Costs
Tuition at Penn State is not a one-size-fits-all figure. It is assessed based on a student's:
- Resident or Non-Resident Status: Whether a student is a Pennsylvania resident significantly impacts tuition rates.
- Campus Location: Different Penn State campuses have varying tuition rates. For example, tuition at University Park differs from that at Penn State Altoona.
- Level: Tuition costs vary depending on whether a student is at the associate, lower, upper, or graduate level.
- Major: In some cases, a student's major can influence tuition costs.
- Credit Load: The number of credits a student takes directly affects tuition, especially during the summer.
Summer Tuition Structure
Effective Summer 2011, summer tuition is billed on a per-credit basis, up to 12 credits. The cost of the course will depend upon the course location, student residency, student level (lower division, upper division, or graduate), and program college.
Cost of Attendance (COA)
The Cost of Attendance (COA) is a comprehensive budget that includes both billable and non-billable expenses for attending Penn State for one academic year. While the provided COA figures are for full-time enrollment, they are adjusted for less-than-half-time enrollment.
Tuition for Full-Time and Part-Time Students
For undergraduate students, tuition is charged per credit up to 12 credits. Students taking 12 - 19 credits will be charged a flat tuition rate. Undergraduate students taking more than 19 credits will be charged the flat tuition rate plus the regular per credit hour rate for each credit above 19.

Student Fees
The Student Fee (Student Initiated Fee) combines the previous Student Activities Fee and Student Facilities Fee. The Student Fee supports student-centered activities, services, facilities, and recreation to improve student life and is the result of a student led initiative to be more involved in the creation and allocation of student fees. The Student Fee is calculated in the same way as the previously separate fees, based on the campus and the number of credits in which a student is enrolled. The Student Fee is mandatory, just as the previous fees. ALL students (student teaching, co-op programs, etc. World Campus students who take courses through other Penn State campuses will be assessed the Student Fee based on the total number of credits enrolled.
Residency and Appeals
When students apply to Penn State, most times residency is set automatically based on the location of a student’s high school. If this is the case when you apply, and your high school no longer reflects your state of residency, or you believe you have been incorrectly classified as an out-of-state student, you will need to submit a residency appeal. Be sure to include your full name and Penn State ID or MyPennState user ID with your appeal. Appeals should include a written explanation, as well as the following items:
Students 24 and UnderCopy of your parents' lease, deed, or mortgageCopy of your parents’ first page of the Federal and Pennsylvania income tax returns for the most recent year (you may block out financial information)Copy of your parents’ current Pennsylvania driver's license or state-issued photo identification card

Financial Aid for Summer Courses
Students who meet the eligibility requirements for the Federal Pell Grant for the 2022-2023 school year may receive a Federal Pell Grant towards the cost of the summer courses. Students may also be eligible for Federal Direct Stafford Loans for summer. Additional supplemental aid may be available (maximum limits will vary based on individual circumstances) through the Federal Parent PLUS Loan or private alternative loans. This is different than the FAFSA you completed for the Fall 2022 semester. If you a filed a FAFSA for the Fall 2022 semester, you submitted the 2022-2023 FAFSA.
Military-Connected Students
Recent state legislation now requires public institutions of higher learning, State-related institutions, State-owned institutions, and private institutions in Pennsylvania to charge resident tuition rates to veterans, their spouses, and dependent children who do not currently reside in Pennsylvania. Resident tuition rates will also be extended to guard/reservists/active-duty members, their spouses, and dependent children regardless of residency, as well as any civilian personnel, their spouses, and dependent children employed at a Department of Defense facility who are transferred to Pennsylvania by the Department of Defense and who reside in Pennsylvania. Please note, under this legislation, “Veteran” is defined as “an individual who served in the United States Armed Forces, including a reserve component or the National Guard and who was discharged or released from service under conditions other than dishonorable. § 3319(b) (relating to authority to transfer unused education benefits to family members). Please see the full act by visiting the Pennsylvania General Assembly webpage. In order to receive the in-state tuition, veteran and/or dependent status must be verified. For more information about the process to request in-state tuition based on this legislation, please go to the Office of Veterans Programs webpage.
