Understanding the Opportunity Scholarship Program
Created by the General Assembly in 2013, the Opportunity Scholarship program assists parents in covering tuition and fees at eligible nonpublic schools. The North Carolina State Education Assistance Authority (SEAA) administers the Opportunity Scholarship, ensuring its effective operation and accessibility to families across the state.
Opportunity Scholarships must be used at a Direct Payment School. Direct Payment Schools are schools that receive direct payments on behalf of Opportunity Scholarship or ESA+ recipients.
Key Eligibility Requirements
The Opportunity Scholarship may only be used for students entering traditional Kindergarten through 12th grade. North Carolina families of students entering kindergarten through 12th grade are eligible to apply. Students are not required to be enrolled in a private school when they apply. However, Opportunity Scholarship funds can only be used for tuition and fees at registered private schools.
Application Process: A Step-by-Step Guide
The application process for the Opportunity Scholarship is conducted through an online platform called MyPortal.

MyPortal Access: MyPortal is the platform families use to apply for the Opportunity Scholarship. The application opens February 2 and closes on March 2.
Application Deadlines: The priority application period for 2026-2027 Opportunity Scholarships for new students closes at 5 pm on March 2, 2026. Families should apply by March 1st. For the 2024-2025 school year, the Opportunity Scholarship application opened on February 1, 2024.
Completing the Application: You may be required to complete additional tasks. Scholarship awards are subject to cancellation if tasks are not completed.
Parent of Record: MyPortal allows only one parent to be listed on the account, known as the parent of record. The current and prospective parent of record must complete certain steps before these changes can be made. We will add a task to your record.
School Selection: Until August 1, you can choose or update the school in the "School Choice" section of MyPortal.

Enrollment: Accepting an Opportunity Scholarship does not enroll your student in a school. Follow the enrollment process for your school of choice. The deadline to select a school and enroll your student is October 1. Failure to choose a school by this date will result in cancellation of the student’s scholarship award.
Award Amounts and Funding Allocation
Awards range from approximately $3,000 to $7,000, based on a family’s household income. The scholarship amount varies by award tier and may not cover the full cost of tuition and fees of every school. Scholarship funding may be limited. A new student application submitted February 2 through March 2 will be entered into a random lottery. Renewal students are awarded first. New students are then awarded the Opportunity Scholarship in order of their assigned Award Tier until funding is exhausted. Scholarships are not awarded on a first-come, first-served basis.
Direct Payment Schools
Opportunity Scholarship students must attend a Direct Payment School. More than 700 schools are currently registered to receive program funds.
