Purpose and Foundation

The Minnesota Academic Excellence Scholarship is designed to recognize and support students who have demonstrated outstanding ability, achievement, and potential in one of several subjects: English or creative writing, fine arts, foreign language, math, science, or social science. Minn. Stat. provides for this academic excellence scholarship program. Colleges and universities are responsible for ensuring that all scholarships are appropriately recorded in the accounting system.

Who Is Eligible for the Minnesota Academic Excellence Scholarship?

To be eligible for the Minnesota Academic Excellence Scholarship, high school graduates must be admitted to enroll full-time in a nonsectarian, baccalaureate degree-granting program at one of the following institutions:

The University of Minnesota.
A Minnesota state university.
A Minnesota private, baccalaureate degree-granting college or university.

Crucially, students MUST enroll during the year of their high school graduation to qualify.

Scholarship Amount

The amount of the scholarship may be (1) at public institutions, up to the cost of tuition and fees for full-time attendance for one academic year, or (2) at private institutions, an amount up to the lesser of the actual tuition and fees charged by the institution or the tuition and fees in comparable public institutions.The scholarship can be renewed annually for up to three academic years if the student meets certain academic standards. At public institutions, the scholarship may cover up to the full price of tuition and fees for one academic year. At private institutions, the scholarship may cover either the actual tuition and fees charged by that school, or the tuition and fees in comparable public institutions -- whichever is less.It's important to note that implementation of this program depends on the availability of funds, which come from the sale of special collegiate license plates. The number of scholarships awarded each year shall be determined by the amount of contributions received under subdivision 8 plus the money available in the scholarship account, as provided in section 168.129, subdivision 6, that is credited to a postsecondary institution or system through sales of its license plates. Postsecondary systems with more than one campus shall allocate at least three-fourths of the revenue available from the sale of license plates to the campuses to which the revenue is attributable.

ACT or SAT scores (Submitting an ACT/SAT score is not required on applications for the 2025, 2026, and 2027 terms.
