Department of Veterans Affairs (VA) Health Professional Scholarship Program (HPSP)
Established by the Uniformed Services Professions Revitalization Act of 1972, the VA's HPSP stands as one of the largest and most established health services scholarship programs in the United States. The VA is currently accepting applications. Both Veterans and civilians are eligible to apply for HPSP (Veteran status is required for the Physician Assistant program).
Eligibility Requirements:
- Candidates must create an account in the VA's Application Management System (AMS) to apply.
- Applicants who meet the minimal eligibility requirements will be reviewed by the Veterans Health Administration (VHA) Scholarship Committee.
Benefits and Obligations:
- HPSP recipients receive financial support for their education.
- In exchange for these benefits, HPSP recipients agree to a two-year service obligation at a VA medical center.
Armed Forces Health Professions Scholarship Program (HPSP)
The Armed Forces HPSP offers another avenue for funding education in medicine, dentistry, optometry, physician assistant studies, and clinical psychology. If you are already in or plan to attend school to be a physician, dentist, optometrist, physician assistant or clinical psychologist, the Armed Forces Health Professions Scholarship Program (HPSP) will pay your educationally based tuition and fees for up to four years of school and provide a monthly stipend paid directly to you. In addition, all professional school required books and equipment are reimbursed. After graduation, you’ll join the Navy’s active duty team as a commissioned officer.
Eligibility Requirements:
- Applicants must be in or planning to attend school to be a physician, dentist, optometrist, physician assistant or clinical psychologist
- For clinical psychology, applicants must be in their first year of didactic education for a Ph.D. or PsyD degree in clinical psychology from an APA accredited school in the US or Puerto Rico.
Benefits and Obligations:
- The HPSP/FAP scholarship program has the following benefit.
- HPSP Signing Bonus for Medical and Dental Students of $20,000.
- FAP Grant of $45,000 per year.
- HPSP recipients incur an Active Duty Obligation (ADO) of one year for each year in the program. For periods less than a year, the ADO is six months for each additional six months of participation in the program. Periods of 15 days or more are counted as a 6-month period. The obligation is served in addition to any existing active duty obligation.
- FAP: Scholarship recipients incur a minimum Active Duty Service Obligation (ADSO) of two (2) years or one-half year for each half year (or portion thereof) of AFHPFAP sponsorship, whichever is greater.
Application Timing:
- The best time to apply for a four year scholarship is the Fall before the year you plan to attend professional school. Students already in medical, dental, or optometry school should apply as soon as possible for available scholarships. Scholarships are awarded on a rolling basis. The application takes about 12 - 16 weeks to complete. Applications are accepted throughout the year at any time.
Finding a Recruiter:
- There you will find a link to "Find a Recruiter" located on the right side of the page under the heading “Request Information.” Click on that, and once you get to that page, enter your zip code under the heading “Locate a Recruiter.” provide the zip code where you will be located at the time you would like to speak and work with a recruiter, then hit “Find.” The site will give you two possibilities for a recruiter.

Illinois Medical Student Scholarship Program
The Medical Student Scholarship Program aims to increase the number of primary care physicians practicing in areas of Illinois that have an insufficient number of physicians in the specialties of family practice, general internal medicine, general pediatrics and obstetrics/gynecology.
Eligibility Requirements:
- Applicants must be Illinois residents.
- They must be accepted for or enrolled in an allopathic or osteopathic medical school located in Illinois. Students waiting for confirmation of acceptance to medical school may apply.
- An applicant must demonstrate financial need. The medical school will be asked to attest to the applicant’s good academic standing and financial need.
Selection Preferences:
Selection preference will be given to applicants who meet the above criteria and who demonstrate:
- A commitment to primary health care.
- Financial need.
- Prior experience with populations whose health care needs are underserved.
Benefits and Obligations:
- Scholarships cover tuition, mandatory fees, and living expenses ($950 a month for 12 months per year).
- Each student who receives the scholarship will enter into a contract with the Illinois Department of Public Health detailing the terms and conditions of the scholarship.
- The recipient must practice on a full-time basis, one year for each year scholarship funds were received.
- Physicians working in hospital settings must work full-time in ambulatory patient care through an outpatient clinic.
Practice Location:
- Applicants will need to be flexible about practice location as physician shortage areas in the state change.
- Selecting a suitable location to fulfill the service obligation is the responsibility of the scholarship recipient.
Massachusetts Behavioral Health Workforce Scholarship Program
The Behavioral Health Workforce Scholarship Program is funded subject to the availability of funds and appropriation from the Massachusetts Legislature. The behavioral health workforce is identified as a priority workforce area. Supporting individuals in the behavioral health pipeline throughout their education and career development is essential to increasing the pool of available behavioral health professionals working to serve the needs of the Commonwealth.
Eligibility Requirements:
- Meet Satisfactory Academic Progress (SAP) according to institution’s requirements and federal standards.
- Make sure you have completed and submitted the Free Application for Federal Student Aid (FAFSA). Once submitted, it takes 3-5 days for your FAFSA to be received by our office.
- Complete the Behavioral Health Workforce Scholarship Program application in the MASSAid Student Portal system. The BHWS application will only appear in your MASSAid portal if the application is open and we have received your FAFSA.
Service Requirements:
- Once recipients complete their program, they must obtain full-time, qualifying employment in order to complete their service requirement. Internships and fellowships do not qualify and will not count toward the service requirement.
- ECSI, our servicing partner for the Behavioral Health Workforce Scholarship program, will contact you to request that you set up an account with them. You will need to submit an Employment Verification Form to notify them when you begin working.
Private and Philanthropic Scholarship Programs

Health Care Scholars United (United Health Foundation)
Health Care Scholars United provides scholarships to current and future healthcare professionals who want to obtain or grow their clinical skills and credentials. In 2022, the United Health Foundation made a $100 million, 10-year philanthropic commitment to support the health care workforce.

Eligibility Requirements:
- Applicants must be current or aspiring health professionals pursuing a degree or certificate that will enable them to enter or advance in a clinical health career.
- They must demonstrate financial need and be enrolled in their program no later than Fall 2026.

- Certification programs must be through an accredited institution and must run on a standard academic semester calendar.
Benefits:
- Awards can be used for license programs and will be made payable to the accredited college, university, or vocational-technical school.
- This is a one-time award. No scholarship deferrals are allowed. This scholarship can be used for tuition, program fees, books, and supplies only.

- The program is open to clinical professionals in many roles: nurses, lab technicians, certified nurse midwives, physician assistants, clinical psychologists, clinical social workers, and more.
