In Louisiana, several avenues exist for students seeking full-ride scholarships, each with its own set of requirements and application procedures.

State-Funded Programs: TOPS as a Stepping Stone

The Louisiana Office of Student Financial Assistance (LOSFA) administers a variety of scholarships and grants to help students access and afford postsecondary education. LOSFA never charges fees to apply for any of its scholarships or grants. The Taylor Opportunity Program for Students (TOPS) is a program of state merit-based aid for Louisiana residents who attend an approved school, college, or university. There are five award levels: Opportunity, Performance, Honors, Excellence, and TOPS Tech.

Tracking TOPS Progress with the Student Hub

The Student Hub is an online system to help students track TOPS status while in high school and throughout the student’s college career. High school students can track TOPS core curriculum requirements, TOPS GPA requirements and ACT scores while in high school. After high school graduation, students can track TOPS award eligibility, TOPS status, and receive their award letter FIRST via their Student Hub account. Once in college, all information relating to TOPS continuing eligibility and TOPS postsecondary GPA will be delivered via the Student Hub account.

In order to set up an account, you will need to use your assigned LOSFA ID or LASecureID. Once logged into your account, you will be able to check your TOPS status, ACT Score, notifications, etc.

Beyond TOPS: Additional LOSFA Programs

LOSFA administers a range of additional programs, catering to diverse student needs and aspirations:

  • TOPS Tech: An award that may be used for up to two years of skill or occupational training at an approved school, college, or university to pursue a vocational or technical education certificate, diploma or non-academic degree program.
  • TOPS Tech Early Start: An award for Louisiana public high school juniors and seniors enrolled in dual enrollment courses at a Louisiana postsecondary institution in a top demand occupation.
  • M.J. Foster Promise Program: A program that provides financial support for students aged 20 years or older to earn credentials in high-demand, high-income program areas in industries such as construction, healthcare, information technology, manufacturing, and transportation and logistics.
  • Go Grant: A program to provide a need-based component to the state’s financial aid plan for Pell Grant recipients who need additional aid to afford the cost of attending college.
  • Rockefeller State Wildlife Scholarship: A competitive scholarship for undergraduate and graduate students majoring in forestry, wildlife, or marine science at a Louisiana public college or university.
  • Patriot Scholarship Program: A scholarship that pays required fees for members of the Louisiana National Guard who qualify for the National Guard tuition exemption.
  • Regional Contract Program: A program that allows Louisiana students opportunities to study optometry and podiatry at select out-of-state institutions at discounted tuition rates.
  • Go Youth Challenge Program: A program that provides tuition aid for students who graduate from or complete course credit recovery through the Louisiana National Guard’s Youth ChalleNGe Program.

  • Chafee Educational Training Voucher (ETV): The Chafee Educational and Training Voucher (ETV) Program awards $5,000 per academic year to qualified undergraduate and graduate students who have been in the foster care system to assist in offsetting the costs of postsecondary education.
  • BESE Tuition Program for Teachers: A competitive program that provides funding for selected teachers to enroll in courses at regionally accredited colleges or universities in Louisiana.

University-Specific Scholarships: A Closer Look at LSU and Tulane

Many universities in Louisiana offer their own full-ride scholarship programs, each with unique criteria and application processes. Two prominent examples are Louisiana State University (LSU) and Tulane University.

LSU Scholarships: Merit and Service Recognition

LSU’s application for admission also serves as the application for all university scholarships. Prospective students will automatically be considered for our academic and supplemental scholarships when you apply for admission. These scholarships are awarded based solely on your academic performance, including your high school GPA and your ACT or SAT scores (or college-level GPA for transfer students). Students who demonstrate outstanding academic achievements and service, are nominated for consideration through the admissions process.

The scholarship priority deadline for LSU is December 15, to be considered to the scholarship competition. Scholars weekend activities and interviews will be held on LSU's campus and be announced in January.

Tulane University: A Holistic Approach to Scholarship Awards

Tulane offers both need-based and merit-based scholarships, most of which are renewable for your 4 years at Tulane. Many of our scholarships are awarded on the basis of both need and merit (academic, athletic, or talent) and have renewable criteria. Scholarship amounts range from $1,000 to those that cover our full tuition or even full cost of attendance.

Beginning with the high school class of 2026 (students applying to Tulane in the fall of 2025), Tulane no longer requires a separate application to be considered for our full tuition merit scholarships. All applicants are considered for a partial merit scholarship by completing the Common Application for admission. To ensure students are exploring all options for aid, we expect that they submit the FAFSA and CSS Profile to be considered for merit scholarships, up to full tuition.

Key Steps for Tulane Scholarship Consideration:

  1. Submit the Common Application for admission.
  2. Submit the FAFSA and CSS Profile.
  3. Be a U.S. citizen or eligible resident by our financial aid deadlines.
  4. Submit supporting documentation when requested by our Office of Financial Aid.

While we do have a small number of awards that require additional materials, including our Community Service Fellowship, the above materials will provide you with maximum consideration for the financial aid we award at Tulane.

Partial Scholarships

Our partial tuition scholarships, which range up to $32,000 per year, require no special application and are awarded by the admission office based on the strength of the admission application within the context of a given year's applicant pool.

Full Tuition and Other Merit Scholarships

These awards, often covering full tuition, require applicants to follow the 4 steps above for consideration. They seek to recognize superior academic performance and test scores (when available), exceptional community and secondary school involvement, potential for leadership, and extraordinary intellectual promise.

While no additional materials beyond the 4 steps outlined above are required, students may upload supporting documents to their Green Wave Portal to be considered in the scholarship review process. Students choosing to submit supplements or creative projects should use them to expand upon or enhance an aspect of their application, focusing on areas such as academics, creativity, leadership, and service. Submissions may be in any format listed on the upload screen. Video and audio submissions must not exceed 3 minutes.

Stamps Scholarship

The Stamps Scholarship covers our total cost of attendance (including tuition, fees, housing, and meals) and provides an enrichment fund to support endeavors such as study abroad, undergraduate research, academic or co-curricular conferences, and unpaid internships. This award is made possible by generous funding by the Stamps Scholars Program - a nationally prestigious scholarship program - and fund matching by Tulane. Semifinalists will be invited to submit supplements by January 5th. Finalists will be invited to interview in the spring. Approximately 5 Stamps Scholarships are awarded each year.

Dean's Honor Scholarship

Unlike in previous years, students no longer need to complete a separate application for this full-tuition scholarship. Students who complete the four steps above will all be considered and may upload a supplement to their Green Wave Portal to be reviewed as part of the selection process. Winners are notified in late February.

Note: Typical recipients over the last 3 years have had an ACT of 33+, an SAT score of 1500+, and/or a core, unweighted GPA of 3.7+, in addition to well-crafted applications. Test scores are not required to be considered for the Dean's Honor Scholarship.

Community Service Fellowship

This award comes with an offering to join a cohort of active and engaged Community Service Fellows on campus who: attend monthly group meetings; complete an average of 100 service & leadership hours per year; learn to be dynamic leaders, community advocates, and service ambassadors; and regularly access resources and guidance from the Center for Public Service. Select Community Service fellows will be considered for full-tuition scholarships such as the Sotomayor Public Service Scholarship. The supplements for the Community Service Fellowship and a place to upload an optional service resume will be available on a student’s Green Wave Portal.

FIRST Scholarship

In support of the FIRST mission, Tulane offers a merit-based scholarship ranging from $15,000 to $30,000, dependent upon academic background, to a high school senior who has participated on a FIRST team during their junior or senior year. This scholarship may be utilized for any undergraduate course of study in the School of Science and Engineering at Tulane. If you are a U.S. citizen or eligible resident), you should request consideration for this scholarship through your Green Wave Portal by submitting:A letter of recommendation from an adult mentor/coach on your FIRST team.

Artistic Scholarships

Artistic materials are reviewed by our faculty members and recommendations are provided to the admission committee.

  • Architecture Portfolio Award: To be considered, you must submit a portfolio and complete an interview upon invitation.
  • Creative and Performing Arts Award: To be considered, you must submit a portfolio.
  • Musicianship Scholarship: To be considered, you must submit a portfolio.
  • Studio Art Portfolio Award: To be considered, you must submit a portfolio.

Louisiana Resident Scholarships

As part of our Louisiana Promise, we strive to make Tulane affordable to every admitted student from Louisiana. While students will be considered for need-based scholarships that may cover up to full tuition through your submission of the Common Application and our financial aid applications (the FAFSA and CSS Profile), we also offer merit scholarships that require additional steps.

Louisiana Excellence Award

Students who currently reside in Louisiana and will graduate from a high school in Louisiana will be considered for this four-year full tuition award if they complete the 4 steps for scholarship consideration outlined above.

International Student Scholarships

These awards of varying amounts, up to full tuition, seek to recognize our most outstanding admitted international students. These awards are open to non-US citizens, who are otherwise not eligible for US Federal Financial Aid.
