Understanding FIU's Out-of-State Tuition Costs
For students considering Florida International University (FIU) from outside of Florida, understanding the costs associated with out-of-state tuition is crucial. This article breaks down the various components of FIU's out-of-state tuition, fees, and other related expenses.
Base Tuition and Fees
Florida International University's tuition is $6,566 for in-state and $18,964 for out-of-state students. These figures include both tuition and fees, also referred to as the sticker price. Compared with the national average cost of in-state tuition of $12,436, Florida International University is cheaper. For students coming from out of state, the tuition is cheaper than the national average cost of out-of-state tuition of $29,815.
Proposed Increases
Per Florida Statute 1009.24, Florida International University gives public notice of proposed increases to student fees effective Fall 2026. This is not a bill. This is only an estimate. Additional Fees

Distance Learning Fee
Florida Statute 1009.24(17)(b) allows the university to charge a Distance Learning Fee ($30 per credit) for all online courses that generate fundable student credit hours. The fee is charged per credit and is subject to change depending on the amount of credits taken.

One Card/Photo ID Service Fee
This is an annual fee ($10), not related to your per-credit fee, therefore, it is included in the total tuition.
Panther Book Pack
Panther Book Pack ($20.50 per credit) is charged to all undergraduate courses unless the student opts out from their MyFIU portal.
Athletic Fee
An athletic fee will be collected each term along with the tuition. This fee was endorsed by the 1994-1995 Student Fee Committee to upgrade the University’s intercollegiate athletic program to NCAA Division I competition for both men and women.
Transportation Access Fee
Transportation Access Fee is assessed to all students per semester as part of their enrollment fees except for students registered for a fully online degree program.
Health Fee
Health Fee is assessed to all students per semester as part of their enrollment fees.

Late Registration Fee
Per the policy and procedures of the Registrar’s Office, if a student registers after the regular registration deadline date, they will be assessed a late registration fee of $100.00.

Credit Card Payments
Using this payment method, there is a non-refundable Credit Card Surcharge of 2.85% of the total amount paid with domestic credit cards and 4.25% with international credit cards. To make a credit card payment, just access the Student Portal with your new Panther ID and Password, go to “Financial Account”, click “Make a Payment”, and click “Pay Now”.
Electronic Check Payments
Payments by electronic check can also be completed online from your home, with NO additional fees. To make a check payment, just access the Student Portal with your new Panther ID and Password, go to “Financial Account”, click “Make a Payment”, and click “Pay Now”.

The total cost is the sticker price, plus the cost of food and housing, books and supplies, and transportation and personal expenses. Types of Aid
About 89% of full-time undergraduate students at FIU receive some type of aid. Financial aid can be broken into two groups: need-based and merit-based. Need-based is determined by your financial situation as calculated by your FAFSA application. Merit-based is determined by your test scores, GPA and other factors such as essays or achievements.
Financial aid can include grants, loans, scholarships and work-study jobs. Financial aid packages vary depending on your financial need. Most colleges determine financial need based on your FAFSA.
Grants
Grants do not need to be repaid. Most are based on your financial need, though some also take into consideration factors like residency, such as the Florida Resident Access Grant for Florida residents who are seeking their first college degree and meet GPA requirements.
Loans
College loans include subsidized student loans (the government pays your interest while you're in school) and unsubsidized student loans, which means the interest is added to the balance while you are enrolled in school. It's ideal if you can pay off the interest as it is added throughout your college career.
FAFSA and Golden Promise
Completing your FAFSA application is the key to keeping your tuition costs low. You’ll need to apply for FAFSA every year to receive certain federal, state and FIU financial aid. The application is free so even if you aren’t sure if you qualify, you should apply. FAFSA opens October 1. Early award priority date is December 1.
FIU is dedicated to creating opportunity for students regardless of their financial situation. That’s why our Golden Promise is to cover 100% tuition and fees for first-time-in-college Florida students with a 0 expected family contribution. Just submit the FAFSA to qualify.
Graduate Student Aid
Fellowships and assistantships are a great way to fund your studies while conducting research or performing other professional development responsibilities. These opportunities are offered through your program of study and in coordination with the University Graduate School. To find out more, contact your graduate program director. Competitive graduate scholarships are also available to students who enroll full time.
Law School Scholarships and Loans
- Dean's Scholarship: Awarded to our most qualified students. Recipients are selected during the admission review process based on academic performance.
- Out-of-State Tuition Waiver: This merit-based waiver is awarded to out-of-state students. Some of these scholarships include First Generation, Jackson Lewis, CABA and LA Reitmeister Environmental.
- Academic Works: For FIU scholarships and external opportunities, please visit FIU Scholarships.
- Bar Study Loans: These loans are for JD students in their final year of study and for 13 months after graduation. These optional loans for up to $15,000 are used to help cover living expenses while students prepare for the bar exam.
- Federal and Private Loans: FIU OneStop offers detailed guides on applying for and receiving loans to pay for your schooling.
Admission Scholarships
FIU awards merit-based scholarships to admitted first-time-in-college (FTIC) students. FIU will automatically consider students for these merit-based scholarships when they submit and complete the freshman admissions application for Early Fall/ Fall 2025 by November 1, 2024, for those attending Florida high schools and December 3, 2024 for those who attend out-of-state or overseas high schools. Students should submit a complete application for admission, including the application fee/waiver, and official SAT, ACT, or CLT test scores by this date for scholarship consideration. Applicants must have their scores sent directly to FIU when they register for tests so the scores can be received by the university in time for admission for scholarship consideration. lawful permanent resident, or an international student to receive the F-1 visa to study in the United States (or another eligible visa). Consideration for merit awards is based on the same academic records used for admission and residency status. No additional applications are required. Scholarship funding is limited. The Scholarship Office reviews admitted FTIC students until all scholarship funding has been allocated.
- Non-Resident/Out-of-State Tuition Waiver
- Must complete application to FIU by December 3, 2024
- Out-of-state reduction awards are disbursed as waivers that decrease the total cost of attendance but only apply toward out-of-state tuition. If a student's residency is updated to in-state for tuition purposes after enrollment, the merit-based tuition waiver will no longer apply, the award will be canceled and is not replaced by the Florida resident award.
- Please note: The out-of-state, merit-based tuition reduction waivers cannot be combined with another tuition waiver scholarship (Grandparent Waiver) since both scholarships waive the same portion of non-resident tuition.
