Baltimore County Scholarships: A Guide to Funding Your Education
For students in Baltimore County, Maryland, numerous scholarship opportunities exist to help finance their education. These scholarships cater to various academic levels, fields of study, and specific criteria, making higher education more accessible and affordable. Maryland Delegate Scholarship
The Maryland Delegate Scholarship is available to Maryland residents pursuing postsecondary education full-time (12+ credits undergraduate or 9+ credits graduate per semester) or part-time (6-11 credits undergraduate or 6-8 credits graduate per semester) at a Maryland college, university, or private career school.
Eligibility Requirements
To qualify, applicants must meet at least one of the following conditions:
- Current high school seniors
- Current or prospective full-time degree-seeking undergraduate students
- Current or prospective part-time degree-seeking undergraduate students
- Current or prospective full-time degree-seeking graduate students
- Current or prospective part-time degree-seeking graduate students
- Current or prospective private career school enrollees
- Undocumented students eligible for in-state tuition
- Those enrolled (or were enrolled within the last two years) in a certificate or license program at a community college leading to certification or licensure
All in-state majors are eligible for this scholarship.
Application Process & Requirements
Students should contact their local State Delegate for application instructions. The Office of Student Financial Assistance (OSFA) administers awards based on financial need, as demonstrated on the student's Free Application for Federal Student Aid (FAFSA).

FAFSA Exception: Students eligible for in-state tuition but ineligible for federal aid must file the Maryland Higher Education Commission One-Application (MHEC One-App) instead of the FAFSA.

Award Amount & Renewal
The scholarship award minimum for 2026-2027 is $200, with the maximum amount yet to be determined. Students can hold the Delegate Scholarship with all state awards, but the total amount of all state scholarship awards may not exceed the student's cost of attendance.
The Delegate scholarship is not renewable; students must re-apply each year.
Additional Information
Under specific conditions, award recipients may use this scholarship at an out-of-state school if their major is unavailable at any Maryland institution and their legislator agrees.

Child Care Scholarship (CCS) Program
Starting May 1, 2025, the Child Care Scholarship (CCS) Program will temporarily stop issuing scholarships to new families. Applicants must provide proof of citizenship or qualified alien status for each child needing care and proof of identity for all household members.
Application Process
- Create an account on the Child Care Scholarship Family Portal.
- If eligible, a temporary, 60-day Scholarship will be issued while the full application is processed.
- Submit required information and documentation for all household members.

CCS Central 2
CCS Central 2 processes Child Care Scholarship applications and Provider Payments, offering a timely appeal and resolution process for payment inaccuracies or disputes.
CCBC Scholarships and Grants
Community College of Baltimore County (CCBC) offers various "last dollar in scholarships," covering tuition for eligible students after applying all other financial awards, such as Pell grants, state aid, and scholarships.
Eligibility
To be eligible for CCBC scholarships, students must:

- Enroll full time or part time (1 or more credits) at CCBC as a degree- or certificate-seeking student.
- Be a Maryland high school graduate, GED recipient, or external diploma program graduate.
- Have an adjusted gross household income of $150,000 or less for a two-parent household, or $100,000 or less for a single parent household (for some scholarships).

College Completion Programs
Students in the College Completion Programs are offered a Last Dollar Grant or Book Award. These need-based awards are for Baltimore City public high school graduates whose student aid index and financial aid package total less than the cost to attend college. Students awarded a CollegeBound Foundation Last Dollar Grant or Book Award are eligible for a renewable grant between $500 and $5,000 annually.
CollegeBound Foundation Scholarships
CollegeBound’s scholarship portfolio is supported by individuals, organizations, foundations, and local businesses. Some competitive scholarships offer additional support through CollegeBound’s College Completion Program.
Athumani A. Brown Memorial Scholarship
This scholarship supports the academic and professional goals of Baltimore City public school students graduating from high school. It was established in memory of Athumani A. Brown, a seventh-grade student of Baltimore Montessori Public Charter School.
Criteria:

UMBC Scholarships
The University of Maryland, Baltimore County (UMBC) offers a range of general merit scholarships to in-state, out-of-state, undocumented, DACA, and international students. These four-year scholarships range from $1,000 to $15,000 per year.
Scholars Programs
In addition to general merit scholarships, UMBC offers seven Scholars Programs based on academic interest.
Eligibility and Application
Consideration is based upon a numerical standard and competition of the applicant pool. Eligibility is based on credentials provided at the time of application for admission. General merit scholarships do not require a separate application! Meeting the early action admission deadline guarantees scholarship consideration.
After receiving your campus ID, submit a General Application on the Scholarship Retriever platform. Students may only accept one (1) UMBC academic / merit scholarship.
Additional Information
All merit scholarship reviews are completed at the time of admission based on a set standard determined by the university’s senior leadership. Students cannot appeal these award amounts as they are final. Additional scholarships available at UMBC can be found in Scholarship Retriever.
A FAFSA is not required to receive a UMBC merit scholarship, however, it is always encouraged for additional aid opportunities.
Maryland State Aid
The Maryland Higher Education Commission (MHEC), through its Office of Student Financial Assistance (OSFA), helps Maryland residents access and complete higher education.
Types of Aid
- Educational Assistance Grant: Awarded to full-time undergraduates who demonstrate financial need.
- Guaranteed Access Grant: A need-based award that provides financial assistance for tuition and other educational expenses.
