The number of continuing education units required for renewal will vary per state and can be located by reviewing the specific licensure renewal requirements of the state in which you are licensed and will be renewed. Florida's Continuing Education Requirements

The Florida Licensure Board requires 30 hours of continuing education credits for each biennial renewal. The required courses for the biennium ending March 31, 2023, are 3 hours of Ethics and Boundary Issues, and 2 hours of Prevention of Medical Errors. There are no requirements regarding the timing of your credits, as long as they are within the renewal period. There is no restriction. You may take all 30 hours through homestudy or online courses if you prefer.

Approved Providers in Florida

Certain providers, such as NASW (National), are recognized by the Florida licensure board as continuing education providers in all states. These include most of the large mental health associations. These courses are still acceptable under online tracking, but you will need to enter the course information yourself. Go to www.CEBroker.com to create an account and enter your own credit for out of state approved providers ONLY. Be sure to keep track of all workshop descriptions, learning objectives, presenter bios, and completion certificates to help in getting this course approved.

Exemptions and Initial Licensure

You are exempt from continuing education requirements from the time of initial licensure to the end of the current biennium of your license. Certificates are for your records and would only be used to help settle any disputes with the Board. However, applicants for licensure taking the Laws and Rules course must submit the original certificate to the Board.

CE Broker System in Florida

Every continuing education provider submits the name and license number of every workshop participant to the online tracking system, CE Broker. You will be able to access your records online through a subscription through CE Broker.

Maintaining Competence and Ethical Practice

Professional counselors may claim to be specialized in one or more areas of practice in which they serve clients. It is crucial to acknowledge the boundaries of their competence by only practicing within the areas in which they have received an education, training, supervised experience, state, and national professional credentials, and appropriate professional experience (American Counseling Association, 2014, Section C.2.a). Counselors are responsible for seeking appropriate education, training, and supervised experience in the areas of new specialty (American Counseling Association, 2014, Section C.2.b, 2014).

Ethical Considerations

In protecting clients from the risks of harm, it is important to have competence in the areas in which you serve. Our ethics also require that we represent our qualifications truthfully and accurately (American Counseling Association, 2014, Section C.4.a). In accordance with our professional counselor ethics, we only claim licenses and certifications that are current and in good standing (American Counseling Association, 2014, Section C.4.b).

Alternative Paths to Licensure and Provisional Licenses

For those who have already met the minimum requirement of two years of post-master’s supervised experience but do not meet Florida’s licensure requirements, a provisional license may be available. This license allows you to practice under supervision while you meet any additional licensure requirements such as masters level coursework (CSW applicants must have completed 15 semester or 22 quarter hours of clinical coursework), continuing education coursework, or passing the national exam. Provisional licensees are required to meet face-to-face with their supervisor at least one hour per month. A supervisor for a provisional licensee is defined as a Florida Licensed Clinical Social Worker, Marriage and Family Therapist, or Mental Health Counselor.

Requirements for Licensure in Florida

To be licensed as a Mental Health Counselor in Florida you must have the documents listed below. Endorsement applicants should only submit items 3 through 7.

  1. OFFICIAL TRANSCRIPT: Minimum of an earned master’s degree from an institutionally accredited program in mental health counseling or a closely related field that consists of at least 60 semester hours or 80 quarter hours and required graduate coursework listed below. The transcript will be reviewed for the degree conferred date, required graduate level coursework, and total number of semester hours. A degree conferred date must be listed on the transcript. This document CANNOT be uploaded in your online account. Courses in research, thesis or dissertation work, practicums, internships, or fieldwork are not applied toward this requirement.
  2. SUPERVISED EXPERIENCE: Two (2) years of post-master’s supervised experience under the supervision of a Board approved qualified supervisor.
  3. License Verification: Required for all endorsement applicants. The document must show your license type, date issued, current status and discipline history.
  4. EXAM: Passed the National Clinical Mental Health Counseling Examination (NCMHCE) developed by the National Board for Certified Counselors (NBCC).
  5. DOMESTIC VIOLENCE COURSE: Completed a 2-hour domestic violence course from a board approved provider listed on CE Broker within six months of licensure. The certificate of completion is retained with your records.
  6. Electronic Fingerprinting: Florida passed House Bill 975 following the 2024 legislative session, which requires this profession to complete electronic fingerprinting. Your application cannot be approved until this requirement, along with all other licensure criteria, has been met.

Additional Requirements and Considerations

Applicants must also address certain potential issues, such as:

  • A letter from a licensed health care practitioner, who is qualified by skill and training to address the condition identified, which explains the impact the condition may have on the ability to practice the profession with reasonable skill and safety. The letter must specify that the applicant is safe to practice the profession without restrictions or specifically indicate the restrictions that are necessary.
  • Board Actions: Certified copies of document(s) relative to any disciplinary action taken against any license. Self-Explanation - A detailed description of the circumstances surrounding your disciplinary action and a thorough description of the rehabilitative changes in your lifestyle since the time of the disciplinary action which would enable you to avoid future occurrences.
  • Final Dispositions/Arrest Records: Final disposition records for offenses can be obtained at the clerk of the court in the arresting jurisdiction.
  • Completion of Probation/Parole/Sanctions: Probation and financial sanction records for offenses can be obtained at the clerk of the court in the arresting jurisdiction. Parole records for offenses can be obtained from the Department of Corrections or at the clerk of the court in the arresting jurisdiction. Self Explanation - Applicants who have listed offenses on the application must submit a letter in their own words describing the circumstances of the offense.
  • Applicants who have been convicted of, or entered a plea of guilty or nolo contendere to, regardless of adjudication, a felony under specific Florida statutes or similar offenses in another state or jurisdiction, unless they have successfully completed a drug court program.
  • Individuals currently listed on the United States Department of Health and Human Services Office of Inspector General’s List of Excluded Individuals and Entities.

Tracking and Recording CE Credits

Accurate tracking and recording of continuing education (CE) credits are crucial for licensed professional counselors. The National Association of Social Workers (NASW) and the ACA provide guidelines for tracking and recording CE credits. Counselors must maintain a record of their CE credits, including the course title, date, and number of credit hours earned. They must also obtain certificates of completion from the CE provider and retain them for a minimum of three years. The ACA certification year is from July 1 to June 30. The amount of CE needed for the first recertification will vary depending on the date you first became certified. You are required to complete 0.5 continuing education hours per month since you became certified. One hour of continuing education credit equals one contact hour of credit.
