Navigating UC Student Health Insurance: A Comprehensive Guide

Health insurance is a mandatory requirement for all registered students within the University of California (UC) system. This article provides a comprehensive overview of the UC Student Health Insurance Plan (UCSHIP), including enrollment, waivers, coverage, and accessing care. Automatic Enrollment in UCSHIP

All registered students are automatically enrolled in the UC Student Health Insurance Plan (UCSHIP). UCSHIP is a systemwide plan designed to provide enhanced health benefits to all enrolled students. This ensures that students have access to comprehensive medical care throughout their academic journey.

Understanding UCSHIP

UCSHIP is a specially designed and cost-effective healthcare coverage plan for UC students. The plan is compliant with the Affordable Care Act requirements. It offers strong medical, behavioral health, pharmacy, dental, and vision care benefits. It complements the care students receive at the Student Health Services (SHS) on campus.

Waiving UCSHIP Enrollment

While all registered students are automatically enrolled in UCSHIP, those with comparable health insurance coverage have the option to waive enrollment. If you have comparable insurance and you do not want to keep UCSHIP as dual coverage, you must submit a request to waive enrollment by the specified deadline. The waiver process has been simplified to be fully automated for your convenience. Approved waivers are valid for the academic year in which they are approved, a new waiver application must be submitted each academic year to avoid automatic enrollment.

Waiver Application

To opt out of UCSHIP and have the UC SHIP fee waived, students must apply for a Health Fee Waiver through the designated platform, such as TritonLink at UCSD. The fee is charged to the student billing account along with other mandatory registration fees each quarter (Fall, Winter, and Spring). Coverage for Summer is often included in the cost for Spring quarter.

Important Considerations for Waivers

  • Annual Renewal: A new waiver application must be submitted each academic year to avoid automatic enrollment in UCSHIP.
  • Waiver Criteria: Students must meet specific criteria to be eligible for a waiver, ensuring their existing insurance provides comparable coverage.
  • BruinCare (UCLA): The Ashe Center wants all UCLA students to feel comfortable accessing all of their medical needs through our facility, which is why we developed BruinCare. While many students waive UCSHIP, these students are likely to still utilize Ashe services because of our center's convenience and central location. All registered students can utilize The Ashe Center. BruinCare is a program that gives students who have waived UCSHIP prepaid access to certain services at The Ashe Center.

Accessing Care Under UCSHIP

Under the UC SHIP plan guidelines, the first place you should seek non-emergency care is the campus Student Health Services (SHS). The Ashe Center serves as every UCSHIP student's medical home. Medical services must be initiated at The Ashe Center and a referral are required for all non-emergent services outside of The Ashe Center.

On-Campus Health Centers

Each campus has a Student Health Service - a complete outpatient health center for students providing medical, mental health, and preventive care. All University of California students have access to comprehensive primary care medical and mental health services provided at on-campus health centers, regardless of their health insurance carrier. The Student Health and Counseling facilities are fully accredited by multiple national independent accrediting agencies to ensure the provision of high-quality, easily accessible and cost-effective care. SHCS clinicians are licensed medical and mental healthcare providers, many of whom are board-certified in their clinical specialties.

Referrals for Off-Campus Care

Starting with the 2025-2026 UC SHIP renewal, you will need a referral for all off-campus doctor visits. Since we are your primary care provider (PCP) under the UC SHIP plan, you must schedule an appointment with us first. You cannot see any off-campus doctors without a referral. Medical services must be initiated at The Ashe Center and a referral are required for all non-emergent services outside of The Ashe Center. If you need care SHS can’t provide, you’ll receive a referral for care outside SHS.

  • No Retroactive Referrals: Referrals are not issued after the fact.
  • Emergency Services: In case of an emergency, students should seek immediate medical attention at the nearest emergency room.

Coverage Details and Costs

Many services, including preventive care, are offered there at no cost or for a low copay. Depending on the services you receive outside SHS, you may need to pay an annual deductible before UC SHIP begins to share costs with you. Once you meet that deductible, you’ll pay coinsurance for services, and UC SHIP will cover the remainder of the cost, up to the maximum allowable amount for that service. Services Offered at Student Health Centers

The campus student health centers offer a wide range of medical services and preventive health programs. Services may include comprehensive primary care for health and wellness, consultation and/or treatment in selected medical specialties, basic urgent care/first aid for the campus community, educational and outreach efforts targeting health promotion and disease prevention.

Mental Health Services

Counseling and Psychological Services (CAPS) provides short-term counseling for academic, career and personal issues. UCH, in collaboration with Student Affairs, UC SHIP, and the UC academic health centers, continues to pursue additional resources for the campus-based SHCS centers, and to enhance the network of community and UC-affiliated mental health providers available to provide services to UC students.

Important Forms and Resources

  • 1095-B Forms: UCSHIP Form 1095-B is an Internal Revenue Service (IRS) document that may be used as proof that a person had qualifying health care coverage that counts as Minimum Essential Coverage (MEC) during a tax year.
  • Insurance Office: For inquiries, students can send secure messages through MyStudentChart or use the Contact Us Insurance inbox.

Special Circumstances

  • Loss of Coverage: You will be enrolled in UC SHIP as of the date of your involuntary loss of other coverage if you notify the insurance office within 31 days of losing your coverage.
  • Students with J-1 Visas: Students with a J-1 (or exchange visitor) visa must have complete health insurance coverage that includes the cost of repatriation and medical evacuation.
  • Qualifying Event Enrollments: Please fill out this form for all qualifying event enrollments (marriage/divorce, loss of prior coverage, newborns, etc.).

Additional Information for International Students

You are advised to bring a medical history with you describing previous illnesses and/or surgery, as some campuses may require this information prior to enrollment. If you have ever had tuberculosis (or scars appearing on your chest X-rays) or other serious infectious diseases, be sure to have thorough medical studies made before coming to UC.
