Tuition Exchange (TE) is a reciprocal scholarship opportunity available at over 700 individual TE member schools. These programs are designed to facilitate scholarship exchanges among participating institutions, making higher education more attainable for families within the academic community.

The Tuition Exchange (TE) allows eligible employees to apply for scholarships that support their dependent children in pursuing full-time undergraduate degrees at other participating TE institutions across the country.

Key Players in the Tuition Exchange Process

  • Export School: The eligible faculty/staff member’s employer. The Export (sending) school has deemed the student is eligible to be considered for TE Scholarships at any schools because they are not eligible.
  • Import School: The school that offers the TE Scholarship to the student. The student’s Tuition Exchange scholarship has not yet been thoroughly reviewed by the Import School (the school that offers the TE Scholarship to the student).
  • Tuition Exchange Liaison Officer (TELO): Each school has a Primary Tuition Exchange Liaison Officer (TELO) and a Secondary TELO on their campus that administers the program for the school’s faculty and staff. TELOs are responsible for reviewing qualified TE applications and helping you throughout the process.

Eligibility Criteria

Eligibility for Tuition Exchange programs varies depending on the institution. However, some common criteria include:

  • Employment Status: The parent or guardian must be a full-time faculty or staff member at a participating institution. Full-time Temple University faculty and staff members are eligible to apply for a limited number of Tuition Exchange Scholarships at more than 600 membership institutions.
  • Dependent Status: The student must be a dependent of the eligible employee, as defined by the institution's policy. Dependents must be: Unmarried, A biological, adopted, or stepchild, or a legal ward, Accepted as a full-time undergraduate student at a TE member institution.
  • Academic Standing: Students must be accepted as full-time undergraduate students at a participating Tuition Exchange member institution.
  • Recertification: Eligibility must be re-certified annually.

It's important to note that graduate and professional school students are generally not eligible for these scholarships.

  • Temple University: Similarly, students whose parents are full-time faculty and staff members at the same membership institutions are eligible to apply for up to 10 Tuition Exchange Scholarships at Temple.
  • Washington State University (WSU): Employees must be eligible for tuition benefits through WSU’s Human Resources.

Application Process

The application process for Tuition Exchange programs typically involves several steps:

  1. Eligibility Verification: Employees must first verify their eligibility for tuition benefits through their institution's Human Resources department.
  2. Institutional Application: Full-time Temple University faculty and staff members who want to be considered for Tuition Exchange Scholarships must complete the online Tuition Exchange EZ Application. Full-time faculty and staff members at membership institutions within the Tuition Exchange may submit the Tuition Exchange EZ Application to their home institution. If certified and approved, the home institution will send Temple those applications for us to consider.
  3. Admission Application: Apply for admission at WSU. Dependents must apply for admission to each TE member institution they are interested in. Ensure that your dependent student applies for admission and financial aid following the instructions and deadlines at the institutions of interest to your student. Most colleges and universities require the Common Application and Free Application for Federal Student Aid to be eligible for admission and financial aid but you should consult with the colleges and universities of your interest to determine their admission and financial aid requirements.
  4. Financial Aid Application: File the annual FAFSA. Submit any required financial aid documents to the admitting institution.
  5. Deadlines: The deadline for consideration is November 1 for the following fall term. Temple will then forward the Tuition Exchange EZ Applications of eligible faculty and staff members to the appropriate member institutions for their consideration. Ensure that your dependent student submits the online Common Application and Free Application for Financial Aid (FAFSA) to Temple University by February 1 and ensure that their approved Tuition Exchange Scholarship application is complete by February 1. The deadline for Temple to receive a Tuition Exchange EZ Application is February 1 for the following fall term.

  • Being selected as a TE candidate does not guarantee admission or a scholarship.
  • Final decisions are made based on availability and eligibility.

Tuition Exchange EZ Application

Filling out your TE EZ-Application? You cannot change the employee (parent information) after submitting your application. The maximum number of active schools on your TE EZ-Application at any one time is 20. You can add or delete schools at any time. If you are no longer interested in a school, please remove them from your list. That lets the school know you no longer wish to be considered for a TE scholarship at their institution. You can log back into your TE account to check the status of your application at any time.

Timeline

  • If you are awarded a Tuition Exchange Scholarship, you will be notified once an admission and scholarship decisions have been made by the member institution.
  • If offered admission and selected for a Tuition Exchange Scholarship, you will be notified no later than April 1.
  • Admitted students will be expected to commit to Temple University with a non-refundable enrollment deposit by May 1.
  • Temple will then review scholarship applications and notify recipients no later than April 1.

Scholarship Value and Coverage

The value of a Tuition Exchange scholarship can vary. TE Member schools may choose to offer a TE scholarship that is full tuition or the annual TE set rate. The TE set rate is a standard amount that is the average of TE member school’s tuition. The TE set rate is adjusted annually by The Tuition Exchange Board of Directors (historically, it has increased $1,000/year). For the academic year 2024-25, the set rate is $42,000; for 2025-26, the set rate is $43,000. For the 2025-26 academic year, the set rate is $43,000; for 2026-27, the set rate is $44,000.

  • Full Tuition: Some institutions may offer a scholarship that covers the full cost of tuition. Temple’s Tuition Exchange Scholarships will be valued at Temple’s full undergraduate tuition rate
  • Set Rate: Other institutions may offer a set rate, which is a predetermined amount that may or may not cover the full cost of tuition.
  • Partial Coverage: Tuition Exchange covers a percentage of tuition charges only for Fall and Spring semesters, including SMU study abroad programs for Fall and Spring.

What the Scholarship Covers at WSU

We will cover the full cost of tuition and standard fees (matriculation, registration, and student service fees) with a combination of federal, state, and other WSU scholarships and grants. This award is renewable for up to four years if you are a first-time student or up to 2 years if you are a transfer student. This award will ensure tuition and fees are paid, but does not cover any other costs such as housing. Does not cover graduate programs, summer sessions, intersessions, or study abroad.

Additional Expenses

It's important to note that Tuition Exchange scholarships typically do not cover expenses such as housing, meals, fees, or other costs. Temple’s Tuition Exchange Scholarships will be valued at Temple’s full undergraduate tuition rate and will not cover housing, meals, fees, or other expenses, though students may still qualify for other forms of financial aid.

Renewal and Duration

Tuition Exchange scholarships are often renewable for a specified period, typically up to four years for undergraduate programs. Temple’s scholarships are renewable for up to four years, providing a student is enrolled for eight consecutive full-time undergraduate semesters with no interruption and continues to meet the financial aid Satisfactory Academic Progress requirement. However, renewal is contingent upon maintaining satisfactory academic progress and continued eligibility.

Potential Loss of Benefit

If the employee leaves WSU or loses benefit eligibility, the tuition exchange benefit ends, and the family may be responsible for remaining tuition costs.

Tuition Exchange Program (CIC-TEP)

CIC’s Tuition Exchange Program (CIC-TEP) is a network of CIC member institutions who accept full-time employees, their spouses, and their dependents as students, tuition-free. Each participating institution agrees to import at least three students on the same admission basis as they accept all other students, with no regard to the number of students it exports. CIC-TEP began almost 40 years ago when a small group of member presidents suggested CIC create a program with minimal rules to offer as a benefit to employees. On average, five students per participating institution apply to participate in the program annually. No “import” and “export” student balance requirements. No hidden fees. Beginning with the 2027-28 application cycle, launching July 1, 2026, administration of CIC-TEP will transition to the TELO system, hosted by Tuition Exchange. Financial Obligations for Member Schools

New schools pay a one-time Initiation Fee ($500) and annual Membership Dues ($750). The only other additional cost is a $55 fee charged for every Export student that is enrolled by the Import school (note: some TE member schools charge an administrative fee to cover administrative costs).

Administration of the Program

Each school has a Primary Tuition Exchange Liaison Officer (TELO) and a Secondary TELO on their campus that administers the program for the school’s faculty and staff. TELOs come from many different areas on campus, including but not limited to: Financial Aid, Human Resources, Admissions/Enrollment Management, the President’s Office, etc. The TELOs that administer the program do so with the support of TE Central.

Autonomy

As a TE member school, you have considerable automony in how you administer the program, including how you define eligibility. For example, it may be the employee, their spouse and any dependent child under 24. Schools typically post this as part of their HR benefits policy.

Export and Import Balance

No, there are no “import” and “export” student balance requirements.

Waiting Period

Graduate Level

Yes! Tuition Exchange is available at the graduate level. The student should select the application year that reflects the first academic year they are seeking to receive Tuition Exchange.

Application Statuses

  • Denied-Not an eligible Employee: The Export (sending) school has deemed the student is not eligible to be considered for TE Scholarships at any schools because they are not eligible.
  • Awaiting Import School Decision: The student’s Tuition Exchange scholarship has not yet been thoroughly reviewed by the Import School (the school that offers the TE Scholarship to the student).
  • Awaiting Export Decision: The Export school's TE Liaison Officer has not approved the application for Export consideration.
  • Export Approved: The Export (sending) institution, approved the student for TE Scholarship consideration at the institutions listed on the student's TE EZ-Application.
  • Denied-Other: Reasons vary ex. The family informed the Export TE Liaison Officer that the student was no longer interested in attending that particular school.
  • Denied-Min Req Not Met: The Export institution did not approve the student to be considered for TE at other institutions because eligibility requirements were not met.
