As the executive department of the state charged with publicly funded preschool, K-12, and adult educational budgeting, management, and guidelines, the PDE impacts various facets of education within the Commonwealth. This article delves into the structure, responsibilities, and recent initiatives of the PDE, highlighting its commitment to fostering a thriving educational environment for all Pennsylvanians.

Overview of the Pennsylvania Department of Education

The Pennsylvania Department of Education is the executive department of the state charged with publicly funded preschool, K-12 and adult educational budgeting, management and guidelines. As the state education agency, its activities are directed by the governor appointed Pennsylvania's Secretary of Education. The agency is headquartered at 333 Market Street in Harrisburg. The Pennsylvania Department of Education oversees 500 public school districts of Pennsylvania, over 170 public charter schools (2019), Career and Technology Centers/Vocational Technical schools, 29 Intermediate Units, the education of youth in State Juvenile Correctional Institutions, and publicly funded preschools (Head Start and PreK Counts Keystone Stars). The agency maintains a database of all education institutions in the Commonwealth with associated data.

Historical Context

Following passage and signing of the Free School Law on April 1, 1834, the Secretary of the Commonwealth acted as head of the Common School System until 1837. In that year a separate Department of Schools was created with a Superintendent of Common Schools as its chief officer. In 1873, the title was changed to Superintendent of Public Instruction, and greater responsibilities were assigned to that official and to the department. In 1969, the name of the Department of Public Instruction was changed to the Department of Education, with the title of Superintendent of Public Instruction changed to the Secretary of Education.

Powers and Responsibilities

The department has broad discretionary powers in both the development and administration of educational policies which enhance the educational experience and quality in Pennsylvania. The department also works as an ongoing study of the educational process within the state, conducting studies and programs designed to evaluate specific needs or qualities of the system. The Pennsylvania Department of Education also oversees policies of public libraries, academic libraries, and the State Library of Pennsylvania located in Harrisburg. It provides policy of equal opportunity in the educational system, with special regard to nonpublic education and state policy of education.

Strategic Initiatives and Programs

The PDE is actively involved in numerous strategic initiatives and programs aimed at improving education across the Commonwealth. Here are some notable examples:

Artificial Intelligence (AI) in K-12 Education

The PDE recognizes the transformative potential of AI in education and is proactively engaging with educators and administrators to shape its future implementation. K-12 educators and administrators in Pennsylvania are invited to dynamic AI road shows across the Commonwealth to help shape the future of AI education in Pennsylvania. The tour will consist of a selection of in-person or virtual day-long events. The sessions will provide you with deeper insights into the A to Z of AI, from AI usage to AI policy, and more. This initiative aims to foster knowledge sharing, workforce development, and ethical considerations related to AI in education. Your voice will contribute to shaping the future of learning across the Commonwealth through knowledge sharing (offering foundational information on generative AI as it applies to K12 settings); workforce development (emphasizing AI’s role in workforce preparation); policy implications (discussing K-12 policy considerations for AI integration); professional development (examining AI’s impact on educator training); ethics and sustainability (addressing ethical and sustainability issues of AI in education).

Higher Education Strategic Plan

The State Board of Higher Education has unanimously approved a new strategic plan for postsecondary education in the Commonwealth. Developed through an extensive public engagement process that elicited feedback from more than 1,300 Pennsylvanians, the SBHE's strategic plan for higher education has been officially adopted! The plan is based on the premise that affordable, world-class postsecondary education fuels Pennsylvania’s economy and provides affordable pathways to good-paying, family-sustaining careers. The plan, Driving a Prosperous Pennsylvania: A Statewide Agenda for Higher Education, aims to increase postsecondary attainment, ensure affordable pathways to postsecondary credentials, support the economic and workforce development needs of the state, strengthen the fiscal health and stability of the higher education sector, and more.
