Palm Beach County Board of Education: Navigating Education, Safety, and Technology
The Palm Beach County School District (SDPBC) stands as the tenth-largest public school district in the United States and the fifth largest in Florida, encompassing all of Palm Beach County. Established in 1909, the district, formerly known as the Palm Beach County Board of Public Instruction, has a rich history of serving the educational needs of its diverse student population. The district operates a total of 180 schools: 109 elementary, 34 middle, 23 high, 14 alternative, adult and community, intermediate, and Exceptional Student Education (ESE). As of the beginning of the 2018-2019 academic year, enrollment totaled 192,533 students in Pre-K through 12th grades.
Leadership and Governance
The Palm Beach County School District is led by Superintendent Michael J. Burke, who was initially appointed as interim superintendent in July 2021 and subsequently selected for a full term in October 2021. The district is governed by a school board consisting of seven members, each elected from single-member districts. The board members serve staggered terms, ensuring continuity and experience in decision-making. The current board members are Karen Brill (Chair District 3), Matthew Jay Lane esq. (District 1), Virginia Savietto (District 2), Erica Whitfield (District 4), Gloria Branch (District 5), Marcia Andrews (District 6), and Edwin Ferguson esq. One of the Board Members is elected chair and one of them is elected Vice Chair. Board members from Districts 1, 2, and 5 are elected during presidential election years, while the members from Districts 3, 4, 6, and 7 are elected in gubernatorial election years.
Academic Programs and Initiatives
The Palm Beach County School District is committed to providing a high-quality education to all students, offering a wide range of academic programs and initiatives to meet their diverse needs and interests. The district offers Head Start at 10 schools and Early Head Start at one school. Applications are now being accepted for 3 and 4-year old's. The Head Start programs foster children's growth through services that support early-learning development, health, and family well-being.
Balancing Safety and Privacy in the Digital Age
In an era marked by increasing concerns about school safety, the Palm Beach County School District is actively implementing measures to protect its students and staff. One such measure is the adoption of a digital safety monitoring system to identify potential threats and provide support to students in need. The challenge of balancing privacy concerns with safety needs has become increasingly fraught in an era of deadly school shootings. One of the first questions asked in the wake of a school shooting - by parents, the public and law enforcement - is whether there was any indication that such a tragedy was about to occur.
Lightspeed Alert: A Digital Safety Monitoring System
The Palm Beach County School District is using a new tool to monitor the internet activity of students in a bid to prevent suicides, school shootings and bullying. The district's contract with Lightspeed began in 2024, runs through 2029 and has a total value of $972,849.59. The district described Lightspeed Alert as "a digital safety monitoring system designed to identify potential indicators of violence, self-harm, or other serious threats within district-managed online environments."

The system uses artificial intelligence to flag concerning text or images that may suggest a credible threat. Alerts are first reviewed by trained safety analysts and, if validated, are escalated to safety personnel for immediate review and response. This early-warning approach allows school officials to assess risk, intervene appropriately, and connect students with support services when needed. When concerning content is identified and verified, district staff follow established protocols to address the situation.
Lightspeed Alert monitors student activity on district-issued devices and within district-managed accounts, such as a student's school Google account, when accessed through the district network or a district-managed Chrome browser profile, the district said. "If a student logs into their district Google account on a personal device, monitoring is limited to activity within the Chrome profile associated with the district-managed account," the district added.
Student Privacy and Legal Compliance
Student privacy is also protected by federal law, which limits who has access to a student's personal information. The district's notice to parents stated that "Lightspeed will have access to the personally identifiable student information necessary to provide the monitoring services. In compliance with the Family Educational Rights and Privacy Act (“FERPA”) regulations, Lightspeed will be considered a 'school official' for the purposes of providing the monitoring service. They are contractually bound to comply with FERPA privacy protections and protections required by Florida law. Thank you for your understanding and support in enhancing school safety protocols in our district." Students can't opt out of the system because it "functions as a universal safety measure tied to district-issued devices and district-managed student accounts" and because the district is required by federal law to implement technology protection measures.
Addressing Cost Concerns and Security Measures
District officials have wrestled with the most effective and affordable ways to prevent school shootings. Last year, despite two recent gun incidents on district campuses, Palm Beach County School Board members, citing cost concerns, decided not to have metal detectors installed at middle and elementary schools. Metal detectors are in use at the district's high schools.
Accessing Student Records and Information
To order a high school transcript electronically, visit Parchment. First, create an account, then place the order. Records questions related to active students, student transfers, or students who have left the district within the last three years should contact the student’s current school, or the school they were most recently enrolled in.
