Shiketsu High School: Profiles of Aspiring Heroes
Shiketsu High School is one of the most prestigious hero academies, rivaling even U.A. High School. Located in western Japan, it is known for instilling in its students a strong sense of obligation and dignity as heroes. Shiketsu students are expected to uphold the school's values at all times, which is why they are required to wear their uniform hats while working. The school's curriculum emphasizes both practical hero skills and the importance of maintaining a respectable image.
The Shiketsu Uniform and Values
Shiketsu students wear white collared shirts, dark pants, and distinctive blue and orange uniform hats. This uniform symbolizes their commitment to the school's values and their responsibility to represent Shiketsu in all their actions. The emphasis on appearance and conduct reflects the school's belief that heroes should be role models both on and off the battlefield.
Provisional Hero License Exam
Shiketsu High School actively participates in the Provisional Hero License Exam, a crucial step for students aspiring to become Pro Heroes. Twelve students from Shiketsu, led by the 2nd Year Class Representative Nagamasa Mora, took part in the exam following All Might's retirement. Nine of them are second-year students, while Inasa Yoarashi and Ankoku Mayoi are exceptional first-year students powerful enough to be admitted to the exam.
Key Participants
- Nagamasa Mora: The 2nd Year Class Representative, who leads his classmates during the rescue exercises. He demonstrates strong leadership and the ability to make quick decisions in critical situations.
- Inasa Yoarashi: A first-year student known for his powerful Quirk, Whirlwind. He was the top-recommended student for U.A. but withdrew his application. Inasa is an energetic and enthusiastic young man who believes that heroes should be hot-blooded.
- Ankoku Mayoi: Another first-year student who demonstrates exceptional abilities, allowing her to participate in the exam. She is part of the all-female group of Shiketsu students known as The Encores.
- Camie Utsushimi: A student from Shiketsu who participates in the exam. However, she doesn't appear to be acting like herself and leaves during the second phase of the exam. Later, it is revealed that she was impersonated by Himiko Toga.
- Seiji Shishikura: A student who takes it upon himself to thin the herd of students during the first phase of the exam. He uses his Quirk to immobilize many of them but fails after being defeated by three U.A. students.
Exam Highlights
- Inasa Yoarashi was the very first person to pass the first phase of the licensing exam, eliminating over 100 other students to advance himself.
- Seiji Shishikura's actions during the exam highlight his dedication to eliminating those he deems unworthy of being heroes.
- The Encores, an all-female group of Shiketsu students, faced off against Yumeyona Mikuni, a U.A. student. Despite their efforts, they were ultimately defeated.
- Inasa and Shoto Todoroki's initial inability to cooperate due to their personal conflict resulted in them being subdued by Gang Orca. However, they eventually put their differences aside and worked together.
Remedial Course
Inasa and Camie were subjected to a remedial training course after failing the Provisional Licensing Exam. Seiji was permitted to observe along with a teacher from Shiketsu. After the training course concludes, Seiji and his teacher speak with All Might and Present Mic about Camie's imposter.
Security Measures and Refuge
Following the Paranormal Liberation War, Shiketsu was the first Hero School to add security measures after Himiko Toga had impersonated Camie. It has also been transformed into a refuge for civilians, as well as their students' families, for them to take shelter from the Villains and anti-hero protestors rampaging in society. In addition, Principal Nezu also reveals that Shiketsu is connected to U.A. High School as a part of their security, and that the shelters within U.A.

Inasa Yoarashi: A Detailed Profile
Inasa Yoarashi, also known as Gale Force, is a prominent first-year student at Shiketsu High School. He exemplifies the school's values through his dedication, powerful Quirk, and unique personality.
Appearance
In his school uniform, Inasa wears the same white collared shirt and dark pants as all Shiketsu High students. Inasa's first Hero costume consists of a thick burgundy suit pinned together with yellow buttons. A cape is draped over his shoulders, the collar lined with thick fur, and it almost conceals the jetpack-like propulsion system attached to his back. His left arm is completely concealed by the thick, brown material and his hand sports a large tan glove with air pipes on it, whereas his right arm is completely exposed other than the skintight blue sleeve that appears to be part of his undersuit. Similarly to his left hand, are several tubes around his torso and ankles, which are used to expel wind power to aid with his Quirk. Plates resembling gas masks pad his knees and left shoulder, and he completes his costume with large brown shoes and a pair of goggles around his head. Eight years after the Final War, Inasa has grown taller and bulker, and his hair was dyed silver. His current costume is similar to the first, but the suit is slightly redesigned, the piping and the propulsion have a less mechanical and more streamlined designed, and the furred collar is much smaller. He now wears gloves on both hands similar to his older one, though they are much smaller and colored brown and white instead of tan and gold.
Personality
Inasa is an energetic, hyperactive, and enthusiastic young man who expresses himself with vigor. He's very loud and can come off as obnoxious, but he's actually oddly polite and speaks very formally most of the time. Inasa claims there is almost nothing that he dislikes, and growing up as a kid, he enjoyed everything, even bugs. Inasa has a habit of approaching strangers to try and make friends with them. Inasa's signature trait is his undying love for passion above all else. He believes all heroes should have a fiery passion that motivates them to help others. Inasa disapproves of heroes who do not have hot spirits and believes people filled with hatred are unfit to be heroes, and he refuses to recognize them as such.
Animosity Towards the Todoroki Family
Inasa's hateful glare towards Shoto for representing the type of person he hates the most. This is why Inasa hates Endeavor and his son Shoto, as both of them had cold, angry eyes when Inasa first met them and both of them blew him off despite his warm greetings.
Inasa's grudge against the two Todorokis eventually drove him to become just like them: having cold, angry eyes whenever he encountered Shoto during the hero licensing exam, in stark contrast to his normally exuberant and friendly self. He even told Shoto right to his face that he hated both him and his father. This incident caused Inasa to reflect on himself, however, upon realising that he had become just like the people he hated. He also apologized to Shoto following the exam and despite admitting that he still hated him, Inasa was truly sincere, showing that his hatred of Shoto had at least toned down some.

Inasa's animosity towards Shoto, and soon Endeavor, subsided entirely by the time of the Remedial Exam: towards the former after the two managed to come together and earn the trust and friendship of the Masegaki Primary School students, and towards the latter after the newly crowned No.
Quirk and Abilities
Inasa's effective Quirk handling defeats 120 rival students at once. Overall Abilities: Inasa is a very powerful hero-in-training who earned the top score in the U.A. Entrance Exam for recommended students. This means that his abilities are believed to be above that of Shoto Todoroki, one of U.A. High School's strongest students. Even though he withdrew his application from U.A.
Inasa also possesses a great handle on his powerful Quirk, Whirlwind. He can channel various wind currents at once and manipulate them to move debris and people without making them collide with one another. Offensively, Inasa often sends strong gusts of wind at his opponents, effectively blowing them away. Defensively, Whirlwind is effective at deflecting projectiles and giving Inasa the maneuverability to evade incoming attacks, as his Quirk also enables him to fly. Inasa is able to propel himself off the ground through wind bursts as well, which grants him a speed boost that does not require the aid of his hero costume.
Inasa and Shoto combine their powers to temporarily overwhelm Gang Orca, a top Pro Hero. In the final stage of the licensing exam, Inasa and Shoto faced off against Gang Orca, the No. 10 (currently No. 12) Pro Hero. But due to the pair's personal conflict with each other, Inasa's Whirlwind clashed with Shoto's Half-Cold Half-Hot Quirk because heat from the latter's flames compromises the airflow, leading to the pair being subdued by Gang Orca and his sidekicks. Fortunately, Izuku Midoriya intervened and chided Inasa and Shoto, making the immobile duo realize their respective errors in judgement, and finally worked together.
Indomitable Spirit
Inasa possesses an indomitable spirit, constantly exercising and practicing his hot-blooded philosophy. As a child, Inasa's fiery demeanor was temporarily shaken when Endeavor coldly rebuffed Inasa's friendly personality. Years later, during U.A. Entrance Exam for recommended students, Inasa was similarly rebuked by Shoto, causing to Inasa to emotionally snap, redact his U.A.

Inasa's resolve became rather erratic during the Provisional Licensing Exam, wherein he had a re-encounter and major altercation with Shoto, having carried a grudge against him since their first meeting. The eventual infighting between the two elemental users resulted in them being repeatedly unable to land an attack on Gang Orca and were left at the mercy of him and his sidekicks. Soon after, however, Izuku arrived on the scene and scolded Shoto and Inasa for their actions, making the weakened students realize their mistake with being uncooperative with one another. The pair reaffirmed their convictions, put their differences aside, and finally worked together, despite being incapacitated.
Inasa realized the consequences of his obsessive contempt towards Endeavor and Shoto, acknowledging the fact that he had blindly become the type of person he hates the most: cold and hate filled. Having undergone self-reflection, Inasa and Shoto displayed fully mutual congeniality towards each other when they crossed paths again at the Remedial Exam. But Inasa did scorn at Endeavor's presence at the makeup course, displaying that while the aerokinetic is now on good terms with Shoto, it isn't the same in regard to Endeavor.
At the end of the Remedial Exam's first day, Inasa overheard Endeavor's proclamation of becoming a hero of whom Shoto can be proud and saw that there was no trace of enmity in the eyes of the Flame Hero. That very moment, Inasa recognized the change in Endeavor, discarded his animosity towards the Flame Hero, and declared that he will be cheering for the new No. 1 Hero, who openly accepted Inasa's cordiality. Inasa still holds onto his beliefs but understood that he too needs to move forward.

Trivia
As well as being in reference to strong winds, Inasa's first name can also indicate a direction; originating east before heading westward. This could reflect the fact that Inasa had the initial intent to attend U.A. Isana's design and personality, however, were used for the Curator in My Hero Academia: Clash! His English voice actor, Matt Shipman, also voices Mr.
