Navigating the MBTA Student Portal: A Comprehensive Guide to Reduced Fares and Benefits

The Massachusetts Bay Transportation Authority (MBTA) offers various programs and resources to support students and individuals with disabilities. One key offering is the Transportation Access Pass (TAP) CharlieCard, which provides reduced fares on MBTA services. Understanding the Transportation Access Pass (TAP) CharlieCard

The Transportation Access Pass (TAP) CharlieCard is designed to make public transportation more accessible and affordable for eligible individuals. Specifically, people with disabilities and Medicare cardholders can benefit from reduced MBTA fares using this program.

With a TAP CharlieCard, you can load:

  • Cash value for approximately 50% reduced one-way fares.
  • \$10 7-Day LinkPasses.
  • \$30 monthly LinkPasses.

The card can also be used to purchase reduced monthly passes for Commuter Rail, ferry, and Express Bus services. Note that TAP cards are not valid for discounts on The RIDE.

Eligibility and Application Process

To obtain a TAP CharlieCard, you must demonstrate eligibility through one of the following options:

Option 1: Proof of Disability

You can provide any one of the following documents to prove your disability:

  • Disability placard from the Registry of Motor Vehicles (RMV): The duration of eligibility expires on the document expiration date.
  • Current non-MBTA reduced fare card with an expiration date: The duration of eligibility expires on the document expiration date.
  • Signed letter from your Travel Trainer on MBTA letterhead: The duration of eligibility is five years from the letter issue date.
  • Medicare, One Care, or Tufts Health Unify Card: The duration of eligibility is five years.
  • Veteran benefits summary letter on VA letterhead specifying a disability rating of 70% or greater: The duration of eligibility is five years.
  • Department of Mental Health (DMH) signed verification letter: The duration of eligibility is five years.
  • Massachusetts Rehabilitation Commission (MRC) signed verification letter: The duration of eligibility is five years.

Option 2: Active RIDE ID Number

Entering an active RIDE ID number will grant you a TAP card with a duration period that lasts until your RIDE ID number expiration date.

Option 3: Health Care Professional Certification (HCPC) Form

You can upload the Health Care Professional Certification (HCPC) form, signed by a health care provider, to the online application. For people with health care professional-certified permanent disabilities, the TAP card duration is five years. For health care professional-certified temporary disabilities, the card duration period is one year.

The duration period of your TAP card is based on your documentation of disability, with a maximum duration period of five years.

Application Requirements

To complete your application, you’ll need to upload three things:

  1. A government-issued photo ID, such as a driver's license, passport, or another government-issued photo ID. You can use an expired ID as long as the expiration date is within the last three years.
  2. A recent color photo of yourself. Your photo must be from the neck up in front of a solid, light-colored background.
  3. Supporting documentation based on your chosen eligibility option (proof of disability, RIDE ID, or HCPC form).

Where to Apply

You have several options for applying for a TAP CharlieCard:

  1. Online: You can complete the application online and upload all required documents. Note that the standalone HCPC form is exclusively for online applicants.

  2. In Person: Visit the Charlie Service Center located at 296 Washington St, Boston, MA 02108. It is situated between Milk St and Water St, near the State Street T Station and Downtown Crossing.

    When you arrive, make sure you are prepared with:

    • A completed TAP application in your preferred language (downloadable online).
    • A government-issued photo ID.
  3. By Appointment: Schedule your visit ahead of time. Present a government-issued photo ID, such as a driver's license or passport.

Maintaining Your TAP Card

All TAP cards come with an embedded microchip. To ensure your card functions properly, handle it with care.

  • Do not punch holes in the card.
  • Do not bend or twist your card.
  • Do not insert it into any equipment. CharlieCards are meant to be tapped at fare gates, boxes, and vending machines.

Commuter Rail

Your TAP CharlieCard makes you eligible to purchase discounted Commuter Rail tickets and passes:

  • On board (show your card to the conductor).
  • At ticket windows (show your card to ticket window staff).
  • At fare vending machines (tap your card to pay 50% of the standard one-way fare or purchase a monthly pass).
  • Retail sales locations (show your card to the cashier).
  • mTicket: Enter your card serial card number on the Reduced Fares page under the “My Account” section in your mTicket app.

Ferry

Your TAP CharlieCard makes you eligible to purchase discounted ferry tickets and passes:

  • On board (show your card to the ticket agent or ferry official).
  • At ticket windows (show your card to ticket agent).
