Navigating CSULB Student Financial Services: A Comprehensive Guide

Understanding and managing your finances as a student is a crucial aspect of your academic journey. California State University, Long Beach (CSULB) offers a robust system of Student Financial Services designed to assist you with tuition payments, financial aid, loan management, and emergency support. This guide aims to provide a detailed overview of the services available, payment options, and resources to help you navigate your financial responsibilities effectively.

Understanding Your Financial Obligations and Payment Options

Once you register for classes at CSULB, your tuition and fee charges for the semester are automatically added to your student account. It is essential to be aware of your payment due dates. These are assigned when you enroll and can be found by selecting the "Account Inquiry" link under the "Finances" section of your Student Center. A step-by-step guide on how to view your charges is available in the "About Your Student Account" section.

CSULB provides several convenient methods for making payments. Online payments can be made through MyCSULB using an E-Check, which incurs no service fee. Alternatively, credit card payments are accepted with a 2.65% service fee. For detailed instructions on making payments online, refer to the "How-To Guide."

In-person payments are accepted in the form of cash, check, or debit card. A campus or government-issued ID is required for these transactions.

For international students, payments can be made via campus single sign-on (SSO) by selecting “Pay with foreign currency” at checkout. The university exclusively accepts international payments processed by Convera. The "How-To Guide" offers specific instructions for paying with foreign currency.

Payment Plans: If you find yourself unable to pay your tuition and fees all at once, CSULB offers payment plans. These plans are available online via campus single sign-on (SSO) under the Finance section of the Student Center. The plan automatically spreads tuition costs equally across two, three, or four installments, depending on when you sign up. There is a non-refundable service fee of $33 per plan. An on-demand video is available for further guidance. Non-resident students may also have the option to sign up for an additional "Non-Resident" plan for another $33 fee.

529 Education Savings Plan: Limited 529 Savings Plans can be paid online directly through the payment portal. It is important to note that a $20 fee may be assessed for dishonored transactions. The "529 Payment Guide" provides additional details.

Third-Party Sponsorships: If your tuition is being paid by a third-party sponsor or employer, CSULB accommodates this. However, it's important to be aware that if payment is not received from the sponsor, the charges may revert to your student account before the end of the semester.

Managing Student Loans and Financial Aid

CSULB's Student Financial Services, in conjunction with the Financial Aid and Scholarships office, provides comprehensive support for students managing loans and financial aid.

Financial Aid Disbursement: Most financial aid funds are released to Student Financial Services and applied toward any outstanding University charges, including installment plans. The earliest funds can be released is 10 days prior to the first day of classes each semester. It typically takes one to three business days for these funds to appear in your bank account after disbursement.

e-Refunds: To expedite the receipt of any refunds, CSULB strongly encourages all students to sign up for e-Refund. This service electronically deposits any refunds, including financial aid disbursement refunds, directly into your bank account, making it a faster and safer method for receiving your funds. You can sign up for e-Refund through the “Finances” section of your Student Center by clicking the e-Refund Signup link. You will need your bank's routing and account numbers to enroll. A step-by-step guide is available in the "Sign up for e-Refund" section.

Accepting/Declining Financial Aid: Your MyCSULB Student Center is your central hub for accessing, viewing, and managing your financial aid information. You can review your financial aid award summary for a given academic year and must accept or decline your awards before payment can be disbursed (with the exception of scholarships). Detailed instructions on how to accept or decline awards are available within the Student Center. If you are a first-time loan borrower at CSULB, you are also required to complete a loan entrance interview.

Loan Cancellation: If you have accepted a loan but no longer wish to keep it, and the loan has been disbursed within 14 days, you can submit a loan cancellation form and make a payment back to the Disbursements Window in Brotman Hall. If it has been longer than 14 days, you would need to contact the National Student Loan Data System. Parent Plus Loans must be returned by the parents.

Perkins Loans: For students with Perkins Loans, it's important to be aware that the Department of Education terminated the disbursing of Perkins Loans at the end of the 2017-2018 academic year. The program is in a wind-down mode, and delinquent accounts are assigned to the Department of Education for collection. If you have received a bill for your Perkins Loan payment and are unable to make it, or are concerned about being late, contact Student Financial Services immediately at 562.985.8562 to make arrangements and avoid further action.

Loan Forgiveness: For those employed in fields such as teaching, nursing, social work, or law enforcement, there may be opportunities for Perkins Loan forgiveness. Contact Student Financial Services to learn more about the specific requirements and eligibility for these benefits.

Addressing Loan Repayment Challenges

CSULB understands that students may encounter difficulties in making loan payments. The university is committed to helping students address these challenges.

Deferment, Forbearance, and Cancellation: If you find yourself unable to make your loan payments, it is imperative to contact the Student Financial Services office immediately. They will make every possible effort to assist you. Some available solutions include:

  • Unemployment deferment: Temporarily postponing payments if you are unemployed.
  • Economic hardship: Deferment or forbearance options available for students experiencing significant financial difficulties.
  • Hardship Forbearance: Similar to economic hardship, this allows for temporary suspension or reduction of payments.
  • Student deferments: Applicable if you are enrolled in school at least half-time.
  • Rehabilitation: Setting up a payment plan to remove delinquencies from your credit profile.
  • Temporary reduction of payments: Lowering your monthly payment amount for a period.
  • Consolidation: Combining multiple loans into a single, manageable payment. This can lower monthly payments by extending the loan period.
  • Cancellation: In certain specific circumstances, loan cancellation may be an option.

Repayment Agreements for Past Due Balances: Students with past due balances can work with the University Collections department to set up a repayment agreement. This is crucial to avoid the debt being sent to a collection agency. However, enrolling in a repayment agreement generally does not lift current financial holds on your student account until all debts are paid in full. CSULB is required by California Government Code Sections 12419.2, 12419.7, 12419.9, 12419.10, 12419.11, and 12419.12 to annually report outstanding debt to the Franchise Tax Board for state refund garnishment until the debt is paid in full.

Scholarships and Educational Tax Forms

Scholarships: CSULB offers numerous scholarship opportunities to support students' higher education goals. The Financial Aid and Scholarships office can guide you through various financial aid options, including loans, work-study, grants, and scholarships. Scholarship awards are essentially private funds that do not need to be repaid. Students are highly encouraged to utilize CSULB's Center for Scholarship Information.

AB540 and California Dream Act: AB540 students who do not meet federal financial aid eligibility requirements may qualify for state and university aid under the California Dream Act. Eligible undocumented students are also permitted to pay in-state tuition rates.

Form 1098-T: Form 1098-T is an IRS form issued to students with qualified educational expenses. It details amounts paid to CSULB for qualified tuition and related expenses during the calendar year and is used by taxpayers to claim eligible educational tax credits on their income tax returns. 1098-T forms are available online by the end of January following the reporting year. You are eligible for Form 1098-T if your payments for Qualified Tuition and Related Expenses (QTRE) exceed your Scholarships, Grants, and/or Third-Party payments for the calendar year. Conversely, you are not eligible if your financial aid and third-party payments exceed your QTRE, or if you had no QTRE paid during the calendar year. Eligible charges typically include tuition fees, some mandatory fees, course/laboratory fees, and CPaCE fees for credit courses toward a degree. Fees for parking permits, SIRF, Student Health Fee, late registration, late payment, refund processing, library fines, room and board, insurance, transportation, and installment plan fees are generally not reportable. Eligible students can access their Form 1098-T electronically through their Student Center by navigating to "Finances," then "Other Financial Box," and selecting "View 1098-T." Alumni who have left the University less than 13 months ago should still be able to access their MyCSULB account to obtain the most current Form 1098-T.

Special Circumstances and Emergency Support

CSULB recognizes that unforeseen circumstances can impact a student's ability to continue their education.

Special Circumstance Refund Request: If a student is forced to withdraw due to extenuating circumstances, a "Request for Special Circumstances Refund" form can be submitted to Student Financial Services. This requires a personal statement detailing the situation and necessary supporting documentation, such as medical records or letters from professors/counselors. Students receiving financial aid who owe a balance due to a financial aid disbursement as a result of their withdrawal are not eligible for this refund. A student may only submit one Special Circumstance Refund Request during their academic career.

Student Emergency Intervention and Wellness Program: This program offers vital resources to students in need:

  • Student Emergency Grant: Students experiencing unforeseen emergencies, crises, or catastrophic events may apply for this grant.
  • Meals Assistance Program: Provides food-insecure students or those facing emergencies with access to healthy meals at designated University Dining Commons. Meals are discreetly placed on the student's ID card for confidentiality.
  • Short-Term Emergency Housing Program: Offers temporary on-campus housing in residence halls for displaced students, ensuring their safety and well-being while they secure permanent housing.

CSULB Basic Needs Program: This program provides essential support:

  • ASI Beach Pantry: Offers perishable and non-perishable food items, toiletries, and school supplies to all CSULB students.
  • Cal-Fresh Outreach Program: Assists students in applying for CalFresh benefits (California's SNAP program), providing funds on an Electronic Benefit Transfer (EBT) card for food purchases. Assistance is available through drop-in hours or appointments.

Navigating Financial Aid Application Deadlines

Staying informed about financial aid application deadlines is critical to maximizing your eligibility for various types of aid.

For the 2025-2026 Academic Year: Students who have not yet submitted a FAFSA or CADAA can still apply for aid through June 30, 2026. However, it's important to note that you may not be eligible for certain types of aid, including CSULB or CA state-funded aid, as the priority deadline was April 2, 2025. Despite this, applying is still encouraged to maximize your eligibility.

For the 2026-2027 Academic Year: The 2026-2027 FAFSA and California Dream Act Application (CADAA) are now open. While the priority deadline for the 2025-2026 academic year was April 2, 2025, students are still encouraged to apply for the 2026-2027 cycle even after the priority deadline, as you may still be eligible for certain types of aid.

FAFSA Application Process: For new FSA users who cannot validate their identity through knowledge-based questions, a manual process is available. Family members without a Social Security Number (SSN) can also submit the FAFSA form and will be guided through an identity verification step. The Department of Education is the primary resource for individual FAFSA assistance, but CSULB's Financial Aid and Scholarships team can provide general advice and support.

Understanding Satisfactory Academic Progress (SAP)

To maintain eligibility for Financial Aid, students must meet Satisfactory Academic Progress (SAP) standards, which are federal requirements. These standards are evaluated based on three key areas:

  • GPA Standard: A qualitative measure of your academic performance, tracked by your cumulative grade point average (GPA).
  • Pace Standard: A quantitative measure calculating the pace at which you are progressing toward program completion. You must successfully complete at least 67% of the cumulative credit hours attempted.
  • Maximum Time Frame Standard: A quantitative measure ensuring you complete your academic program within a reasonable timeframe, typically a maximum number of units allowed.

Your SAP status will be displayed as "Meeting SAP Standards," "Warning" (eligible for aid for one more term), "Not Meet" (disqualified), or "Probation" (eligible based on an approved appeal). A complete description of SAP standards and policies can be found by referencing the "CSULB Standards for the Receipt of Financial Aid" link within the "Understanding Your Status" section.
