Since its inception in 1979, CES has been providing services to member districts and schools. These services are provided through an annual contractual arrangement with CES between the schools and the providers.
About Cooperative Educational Services (CES)
Cooperative Educational Services (CES) is a Purchasing Cooperative united by a Joint Powers Agreement to aid Public Schools in New Mexico. CES is an organization comprised of New Mexico’s 89 school districts plus 81 other public education institutions, including charter schools, two and four-year post-secondary institutions, BIE schools and state schools. CES saves participants significant amounts of time and money by soliciting bids and proposals on a state and national level and award contracts on their behalf.
Leading Educators through Alternative Pathways (LEAP)
One of CES's flagship programs is LEAP (Leading Educators through Alternative Pathways), an intensive, year-long alternative licensure program. LEAP is designed for individuals with diverse career backgrounds who are seeking to transition into teaching in New Mexico. This program equips participants with the skills, knowledge, and connections necessary to excel in elementary, secondary, or special education classrooms.

Administrative Leadership Development (ALD) Program
The ALD program is a year-long, PED-approved opportunity for current outstanding New Mexico educators to acquire their 3B Administrative License. Open enrollment for ALD is twice a year:
- May for Fall cohorts.
- Cohort 18 Spring enrollment will begin 9-15-2025.
Aspiring Superintendent Academy (ASA)
The ASA program provides a full year of rich experiences for learners who aspire to ready themselves for Superintendent responsibilities.
Momentum
Momentum is a year-long, high-impact learning experience designed for principals and building leaders at every stage of their journey. Momentum helps you move forward, build confidence, and lead with vision. This program offers:

Coaching Services
CES offers individual coaching and monthly sessions for leaders. The cost for the SY year package is $2400.
Monthly Learning Opportunities
Monthly learning opportunities for leaders across the state focus on critical topics designed to enhance educational practice. Cindy Soo Hoo leads in-depth virtual collaborative sessions on Essential Special Education topics. These sessions are open to admin leaders, board members, instructional coaches, teachers, and ancillary staff.

Board Member Training
CES provides leadership training to new and experienced Board members across New Mexico.
Central Region Educational Cooperative (CREC)
The Central Region Educational Cooperative (CREC) is one of ten regional educational cooperatives established in 1984 by the New Mexico Department of Education. CREC provides support services to seven rural school districts and four state-supported programs, as well as the families they serve.
CREC's Mission:
CREC aims to close the gap between what rural member districts need for their students and families and what they lack access to due to logistical or scarcity factors.

Cooperative Educational Services is a Purchasing Cooperative united by a Joint Powers Agreement to aid Public Schools in New Mexico. CES is an organization comprised of New Mexico’s 89 school districts plus 81 other public education institutions, including charter schools, two and four-year post-secondary institutions, BIE schools and state schools. We make purchasing simple for our Members and Participating Entities.

Ancillary Services
Since its inception in 1979, CES has been providing Ancillary services to member districts and schools. These services are provided through an annual contractual arrangement with CES between the schools and the providers. Through this program CES assists schools by providing support for their special education program. Qualified related service providers are employed and may be placed in any of the member schools throughout New Mexico on a full or part time basis during the school year.
Professional Services
CES also has an established Professional Services program that provides a nucleus of trained personnel to meet your consultancy or contract position needs. Our Professional Service staff is comprised of mid-level to executive level personnel that have proven abilities to serve your organization in a variety of professional areas.
