Colorado Education Initiative: Shaping the Future of Education
For nearly two decades, Colorado has been at the forefront of educational innovation, particularly in career-connected learning. Through significant state funding and strategic partnerships, Colorado is poised to transform career-connected learning from isolated projects into integrated systems. These systems will increasingly define the high school experience for every student in Colorado, linking K-12 pathways to college and career opportunities.
The Homegrown Talent Coalition: A Vision for Equitable Access
The Homegrown Talent Coalition champions a bold vision: ensuring every Colorado student has access to college credit, in-demand industry credentials, and high-quality work-based learning experiences. These opportunities should align with each student's individual pursuit of passion, purpose, and economic mobility, and should be available to all learners, regardless of their location or district.
To realize this vision, the Colorado Education Initiative (CEI) and Colorado Succeeds collaborated with a coalition of 17 Colorado policy, advocacy, and implementation organizations to develop a roadmap. This report outlines the steps necessary to make this vision a reality.
Colorado Education Initiative (CEI): Driving Educational Transformation
Mission and Core Roles
CEI's mission is to champion, empower, and ignite Colorado leaders to deliver on the promise of public education, fostering thriving young people and flourishing communities. CEI fulfills its mission by playing three primary roles:
- Implementation Expert: CEI provides hands-on support to schools and districts to implement innovative practices and programs.
- Strategic Partner: CEI works with state-level organizations and policymakers to align policies and resources to support educational improvement.
- Statewide Convener: CEI brings together diverse stakeholders to share best practices, address challenges, and build consensus around shared goals.
With nearly two decades of experience, CEI is not just responding to change but actively driving it. The organization acts as a bridge builder, translating the promise of public education into a tangible and vibrant reality. Through data-driven strategies and systemic improvements, CEI is reshaping the educational landscape and advancing public education across Colorado.

CEI works in school districts to change practices in high-impact areas, with increasing priority on deepening leadership and governance practices necessary to scale this work. These areas include:

CEI partners with policy, advocacy, and other education leaders and organizations to influence policy alignment, address disincentives, and build broader public value to sustain local district systems impact.

Impact and Reach
In the 2024-25 school year, CEI partnered with 93 districts across the state, of which 89% serve students of a 50% or greater population of “furthest from opportunity” as defined by minority, FRL, or rural designation, reflecting our experience working with diverse districts in various regions of the state. Over the past 18 years, CEI has partnered with educators and community members on the ground in over 150 districts across Colorado.

CEI has earned a reputation as an honest broker and trusted source of good information. The Colorado Education Initiative is not an advocacy organization. They focus on the effective implementation of education initiatives that result in increased achievement for Colorado students. The approach has attracted national attention and millions of philanthropic dollars to public education in Colorado.
Key Initiatives and Partnerships
Assessment, Instruction, and Personalized Learning
As leading statewide organizations committed to innovation, equity, and continuous learning, The Colorado Education Initiative (CEI) and Colorado Department of Education (CDE) are streamlining efforts to support districts around assessment, instruction, and personalized learning in ways that have lasting systems impact. The state has the potential to work with a group of early adopter districts to identify or produce a shared set of performance-based assessments aligned to both academic and non-academic competencies that could potentially be used in place of current state assessments at certain grade levels. The team hopes to learn how instituting learning progressions increases both teacher and student agency, as they anticipate that learning progressions will enable teachers to differentiate and personalize instruction based on developmental milestones.
Supporting the Colorado Department of Education (CDE)
Since 2007, The Colorado Education Initiative has played a pivotal role in advancing key initiatives in public education. The organization was originally established with the narrow focus of raising funds to help support the Colorado Department of Education (CDE). They soon realized that the statewide focus and close partnership with CDE offered a unique opportunity to do much more. Today, they act as the innovation and R & D partner for CDE. They incubate innovation, shine a spotlight on success and invest in organizations, schools and ideas that improve outcomes for students. They believe that the greatest leverage point for change is in building a broad base of constituents who explore, adopt and share innovative and effective practices.
