Financial Aspects
Broadview residents pay an entrance fee to live in an apartment or villa, as well as a monthly fee that covers expenses. Twenty percent of the housing in the community is affordable housing, defined as 80% of the median income in Westchester County, with 50% of affordable residences reserved for residents of Westchester County.
Purchase College receives annual rent payments of $2M from Broadview. State legislation requires that 75% of the proceeds go to scholarships for TAP-eligible students, and 25% must go to support new faculty. As of October 2023, 261 TAP-eligible students have already benefited from approximately $775K in scholarships made possible by Broadview funds. Qualifying commuter students were awarded full Broadview scholarships, covering an apartment on campus and a meal plan. The Purchase College budget is not affected by the construction of Broadview, as approval for the project came from the State of New York through enabling legislation passed in 2011, and construction was paid for by publicly issued bonds.
Sustainability Commitment
Broadview is committed to sustainability. The complex occupies 40 acres of formerly vacant land within the 500-acre campus, with 80 acres preserved as "forever wild." Trees removed for the build will be replaced by native trees, shrubs, and grasses that require less maintenance and fewer resources to thrive. The clubhouse, apartment buildings, and health care center are all LEED certified under the US Green Building Council.

Broadview Basics
The Broadview project is the culmination of 15 years of planning. In 2011, the New York State legislature approved the leasing of 40 acres of land on the campus for the purpose of building a 385-unit senior retirement community. Phase I of the project includes the construction of 220 independent living units, 18 beds for assisted living, and 12 beds for memory care. Approximately 400 people will reside at Broadview, consisting of 300-325 independent living residents and 72 High Point Center for Care residents. There will be approximately 175 non-resident employees.
LCS Management
Broadview at Purchase College is managed by LCS, a company that provides senior living management services to 140 senior communities nationwide. LCS has earned the platinum designation from SAGEcare, a provider of LBGTQ+ competency training and consulting on LGBTQ+ aging issues. LCS's 10 Hospitality Promises guide the company in how they manage communities, better serve seniors, retain good employees, and minimize costly turnover. The Health & Wellness Navigation Program ensures residents are aware of all the services and support available to them, handling health care logistics so residents can focus on their well-being.
A Vision Realized
The concept of Broadview - Senior Living at Purchase College began taking shape in 2002. Thomas J. Schwarz, President of Purchase College, State University of New York, assembled a task force of faculty and staff to determine how to best fulfill the College’s commitment to life-long learning. In 2014, an affiliate of Purchase College selected LCS Development to bring its unique not-for-profit vision to life and navigate New York’s strict regulatory process.
The Enabling Act, passed by the New York State legislature, granted Purchase College the ability to develop university-owned land as a senior living community. This act allows the college to lease the site for 75 years, build up to 385 residential units, use proceeds from operations for scholarships and additional faculty, ensure that 20% of the residences are affordable, and require that all labor for construction and operations be at a prevailing wage.
Broadview completed the complex New York State Environmental Quality Review process in approximately 18 months. Broadview is not a Life Plan Community under New York law; instead, it is a Senior Residential Community developed under the statute that governs condominiums, co-ops, and senior residential communities.
